Special Populations Perkins mandates serving special populations and documenting the achievement of each group to achieve established performance levels. Individuals with disabilities Individuals from economically disadvantaged families, including foster children Individuals preparing for nontraditional training and employment Single parents, including single pregnant women Displaced homemakers Individuals with other barriers to educational achievement, including individuals with limited English proficiency Source: What is a displaced homemaker? A displaced homemaker as a person who "has worked without pay as a homemaker for the person's family, is not gainfully employed, has had, or would have, difficulty in obtaining employment, and has depended on the income of a family member for financial support and has lost that income.“ A person who also received government assistance for the care of a child, and who has lost that assistance, is also considered a displaced homemaker. Nontraditional careers refer to those careers where less than 25 percent of one gender is represented. A career is designated as nontraditional by federal legislation and more specifically identified by the California Department of Education (CDE). How a school is organized is a matter for the staff to determine, and a school's organization should reflect the staff's commitment to the success of all students. *** School organization refers to how schools arrange the resources of time, space, and personnel for maximum effect on student learning.
