About ELI-NP ELI will be an international Laser research infrastructure pursuing unique Science and research applications for international users. ELI will be implemented as a distributed research infrastructure based on 3 specialised and complementary facilities located in Romania, the Czech Republic and Hungary ELI-NP is located in Magurele (near Bucharest) ELI-NP is a complex facility which will host two machines of high performances: A very high intensity laser system consisting of two 10 PW lasers A very intense brilliant γ beam «Innovation Potential of Advanced Laser Lights» workshop Sitges, 14-15/11/2017

ELI Timeline The Implementation Phase of the first three pillars, proceeding in parallel in Romania, the Czech Republic and Hungary started in 2011 and is expected to be completed in 2017. ELI's Operation Phase is expected to start in 2018. The three pillars will be operated and governed by a newly established European Research Infrastructure Consortium, ERIC, composed of interested member countries. ELI will operate as an international laser user facility, open to access by an international user community. Dissemination Goals and Project Goals
Dissemination activities are useful and effective when they are articulated, from the outset, in a communication strategy, to the objectives of the project so that they ultimately become communication goals. Obstacles in the RIs – Industry collaboration
THE RIs perspective (1): 1. „Companies are not familiar with the research steps, the timescale of research activities and the related costs”; 2. „The timescale of a research project implemented with companies funded by public funds is not adapted to the needs of the companies (project evaluation period and duration of contract negociation are too long and companies lose their interest in participation in such collaboration”; 3. Researchers are not familiar with the evaluation of production costs, feasability studies and other financial related aspects which are crucial when it comes to technological transfer. *The result of questionaires into the RI2 Integrate Project that aims to improve the framework conditions for innovation that exploit the economic development potential and to better the integration of the operation of the EU’s excellent R&D Infrastructure investment projects. «Innovation Potential of Advanced Laser Lights» workshop Sitges, 14-15/11/2017

Companies are generally interested in obtaining a solution which only needs to be implemented into their production, while up-scaling it is not always obvious and requires additional research and funding 5. The Intermediares and NGO’s perspective: 1. Bureaucracy 2. Unpredictable funding 3. Low institutional collaboration; 4. Low flexibility including in communication 5. Reluctance to more open collaboration; 6. Frequent changes in procedures; 7. More anf more complicated access to funding; 8. Some conclusions… 1. Weak political and administrative management: bureaucracy, frequent changes in procedures, unpredictable funding in time, continuity and volume, slow institutional collaboration, unadequated funding shemes for customer needs; 2. Not taking enough into consideration the partners' needs and possibilities: see point 1, 2 and 3 plus the lack of real knowledge of collaboration actors on procedures, reglementation and specificities in research, education, administration, management and economy; Limited flexibility due to a culture of corectly spending vis a vis an approach on result usefulness oriented spending; «Innovation Potential of Advanced Laser Lights» workshop Sitges, 14-15/11/2017

Solutions? RIs could be more pro active in valorization of their knowledge capital and their research results and more involved in their relation with society and particular with industry and regional development. Research should implement many steps to come closer to industry but this is not possible if the political decision makers are not aware that without: high quality and skilled human resources, an adequate, predictable public funding in time, continuity and volume, adequate instruments as for instance pilot lines for small scale production, a professional management trained in high competition environment a real effective and fruitful colaboration research - industry-society A BETTER COMMUNICATION OF MORE APPROPRIATE KEY MESSAGES «Innovation Potential of Advanced Laser Lights» workshop Sitges, 14-15/11/2017
