1 LOI ALCOHOL SCREENING PROGRAM

2 ASP Purpose Primarily ensure mission readiness
Reduce the prevalence of alcohol related incidents and the misuse of alcohol Reduce high risk drinking and underage drinking since these are some of the most prevalent forms of alcohol abuse in the Marine Corps It’s a tool used to identify alcohol abuse/misuse and direct appropriate intervention before any career or life-altering incidents occur

3 LOI ASP ASP testing process is not the same as “unit testing” for the purpose of collecting evidence to use against a Marine or Sailor. If Marine or Sailor is identified while on duty as under the influence of alcohol, it is an opportunity for further intervention

4 Installation SAP’s Role
We provide Breathalyzer kits and 10% of supplies to each unit Ensure all ASPC are trained in the performance duties within 7 days of appointment SAP keeps copies of the appointment letters Provide guidance and support Consolidate & analyze monthly alcohol-screening results submitted by the units

5 Continued Provide quarterly reports to HQMC on number of Marine/Sailors tested and referred to screenings Please submit all monthly reports by the 5th of each month for reporting purposes

6 Execution of ASP Commanding Officer will appoint in writing, an Officer or Non-Commissioned Officer as the ASPC, send a copy of letter to SAP Establish an ASP regime to test required percentages As appropriate, command leadership shall educate and counsel Marines/Sailors with a positive test result greater or equal to .02 4.5 PFL recommended for .01 to .03

7 Continued As appropriate refer Marines/Sailors with a positive test result of .04 percent or greater to medical for a fit for duty determination. These individuals should also be sent to SAP for further screening

8 Reporting Within 7 days after the end of each month, submit monthly Breathalyzer testing results to the installation SAP Share Point

9 MARADMIN 523/13 SHAREPOINT REPORTING.
- EHQMC ASP SHAREPOINT SITE REPLACES THE PAPER REPORT -ALCOHOL SCREENING PROGRAM COORDINATORS (ASPCS) ARE REQUIRED TO REGISTER FOR AN EHQMC SHAREPOINT ACCOUNT.  TO REGISTER FOR AN EHQMC ACCOUNT, VISIT CLICK ON REQUEST NEW HQMC PORTAL ACCOUNT AND FOLLOW THE STEPS TO SUBMIT THE ACCOUNT REQUEST.  WITHIN 24 HOURS YOU SHOULD RECEIVE AN CONFIRMATION THAT YOUR ACCOUNT HAS BEEN CREATED.

10 ONCE YOUR ACCOUNT IS CREATED YOU WILL BE ABLE TO ACCESS THE ASP SITE USING THE LINK

11 ASPC Roles & Responsibilities
Administer the alcohol screening in accordance with this LOI. Coordinate ASP equipment & supply delivery with the SAP Notify the unit commander of Marines who test positive during the Breathalyzer testing while on duty Consult with the local SAP for appropriate education & screening requirements for Marines identified.

12 Continued Record alcohol screening results per enclosure
Sign for Breathalyzer testers. Ensure that when not in use, testers are maintained in a secure location.

14 New MARADMIN 364/14 THE ASP REQUIREMENT HAS CHANGED FROM TESTING 100 PERCENT OF THE COMMAND POPULATION TWICE A YEAR TO TESTING 10 PERCENT OF THE COMMAND POPULATION MONTHLY MIRRORING THE URINALYSIS TESTING PROTOCOL. INDIVIDUALS BEING ADMINISTERED THE BREATHALYZER ARE TO BE RANDOMLY SELECTED BY THE DOD DRUG TESTING PROGRAM SOFTWARE, MEANING THE SAME INDIVIDUAL UNDERGOING A URINALYSIS WILL BE ADMINISTERED A BREATHALYZER. THE ASP IS NOT TO BE ADMINISTERED DURING UNIT SWEEPS.
