Before 1776, South Carolina formed a new State Government led by the Committee of 99.
15 merchants, 15 artisans and 69 planters This governing body wrote the first constitution for South Carolina.

A Royal Governor was officially in charge, but most of the residents obeyed the Committee of 99.

A South Carolina Provincial Congress, mostly elite Lowcountrymen, was elected.
Raised an Army and Printed Money They proceeded to approve the Articles of Confederation.

South Carolina’s Lowcountry elite took a very active and influential role in the creation of the new national government. South Carolina was the only one of the thirteen states to fully meet its financial obligation to the Continental Congress. South Carolinian Henry Laurens served as president of the Continental Congress
