The rules for this call for proposals are set in the Guidelines for Applicants and its annexes. Applies to both Budget & EDF The procedure for evaluation call for proposals has been reversed. Until the new PRAG 2006, we started with the administrative & eligibility check. As you know, this requires a lot of resources and can be quite time-consuming. And the result is often that many proposals are rejected because they have not submitted all the documents required and no one looks further at the technical proposals. With a view to increase effectiveness (ie get better results) and efficiency (ie focusing on evaluating technical quality first rather than administrative matters) we have introduced the following changes: Eligibility check after evaluation Concept notes In both the open calls for proposals and in restricted calls for proposals, applicants will have to fill in a concept note in order to give an executive summary of the project, and to answer to questions related to the relevance of the proposal, its methodology and sustainability and the operational capacity and expertise of the applicant and his partners. This concept note is part of the application form in open calls, and replaces the former preliminary proposal for the restricted calls. Redrafting of application forms The aim is to make them clearer and better specifying administrative requirements to reduce the risks of errors by applicants Grants of low amount ( less or equal EUR ) Publication Only international calls. An Applicant may not be awarded more than one grant under this call for proposals. An applicant may at the same time be partner in another application. Expenditure verification Publication of standard terms of reference for “expenditure verification” by auditors: The audit certificates have been questioned by auditors, services and NGOs. The new template details the “agreed upon procedure” which auditors have to follow to verify expenditures incurred.

These data concerns the organisation itself (Sectoral and Geographical experience, Financial Data etc.) Organisations obtain their EuropeAid ID after having completed the registration process. Until the new PRAG 2006, we started with the administrative & eligibility check. As you know, this requires a lot of resources and can be quite time-consuming. And the result is often that many proposals are rejected because they have not submitted all the documents required and no one looks further at the technical proposals. With a view to increase effectiveness (ie get better results) and efficiency (ie focusing on evaluating technical quality first rather than administrative matters) we have introduced the following changes: Eligibility check after evaluation Concept notes In both the open calls for proposals and in restricted calls for proposals, applicants will have to fill in a concept note in order to give an executive summary of the project, and to answer to questions related to the relevance of the proposal, its methodology and sustainability and the operational capacity and expertise of the applicant and his partners. This concept note is part of the application form in open calls, and replaces the former preliminary proposal for the restricted calls. Redrafting of application forms The aim is to make them clearer and better specifying administrative requirements to reduce the risks of errors by applicants Grants of low amount ( less or equal EUR ) Publication Only international calls. Publication of the Guidelines. No publication of the notice of calls for proposals.
