7. PREVENTION AND INNOVATIVE HEALTH CARE
One possible solution is to foster collaboration between the public and private system by stimulating the development of parties which may aim to increase prevention, access to innovative healthcare, the provision of benefits in direct form, as well alongside the NHS, in order to rebalance the system (even financially).

8. REGULATORY DEVELOPMENT
The Legislature since 1992 had glimpsed the possibility of a different approach to the NHS management through the establishment of Supplementary Health Funds
A completion and harmonization of legislation is needed at this point.
