5. Environmental Quality Standards
EQSs are key tools in assessing and classifying chemical status and can therefore affect the overall classification of a waterbody under the WFD.
EQSs will be used to set discharge permits to waterbodies, so that chemical emissions do not lead to EQS exceedance within the receiving water.
Environmental Quality Standards (EQSs) establish a threshold concentration for a chemical which, if met, allows the chemical status of the waterbody to be described as ‘good’.
EQSs for those substances identified by the EU as Priority Substances (PSs) and Priority Hazardous Substances (PHSs) are derived at a European level and apply to all Member States.

10. Discussion of main issues
Based on the comments received and the responses by the rapporteurs we have identified a number of main issues that have important policy implications that will be discussed on the first part of the meeting. These are the following (section and line numbers refer to the guidance pdf version of 7 January):
1/ Section 3.5: Metals: manageability of the BLM approach
2/ Section 3.8.1: Compliance with EQS for water: conversion to total concentration
3/ Section 3.9: Deriving quality standards for water abstracted for drinking water
4/ Sections 5.1 and 5.3: Character and use of sediment EQS
5/ Section : use of blue-green algae in deriving EQS for water (lines ). (This point has been requested by FEAP, Federation of European Aquaculture Producers. Representatives of FEAP will attend the meeting).
