Registered Development Plans
Often, the first step toward MCBAP/IC&RC certification here in Michigan is the completion of a MCBAP Development Plan application. Represent applicant commitments to complete certification requirements within a limited period of time; is an agreement between the applicant/employee, and the sponsoring employer. Not renewable. Allow candidates to work at a state-licensed facility under public funding prior to certification completion; with supervision. Time limited. Are not a certification-level; may list as DP-C (Counselor), DP-S (Supervisor) © MCBAP All Rights Reserved

A Development Plan is: For a person preparing for certification; on a professional track for certification. Not all payers require or accept. Primarily for Michigan public funding contracts services. A plan and commitment to complete the requirements of the needed SUD specialty certification in a timely manner. Specific to the sponsoring place of employment; plan does not automatically transfer to new employers – an updated plan will be needed if employer changes. A one-time opportunity; not designed to be repeated or renewed if completion target is not met. Typically 3-year allowance. © MCBAP All Rights Reserved

Development Plan Keys Professional is ultimately responsible for their own progress; notify MCBAP if work circumstances change. Supervisors need to monitor progress of staff working under Development Plans. Qualified Supervision (e.g.: CCS, CCS-M, DP-S) required by Michigan Medicaid, block grant contracts. Application should include appropriate job description for needed experience, plus proof of basic ethics code, boundaries, and 42CFR.Pt2 confidentiality education. Should not be applied for if not required by employer, funding, or licensing. May not always be necessary for a temporary student intern working under full supervision. NOT a required prerequisite for MCBAP certification. © MCBAP All Rights Reserved
18
Development Plan Time Allowances
Maximum time allowances for work under MCBAP registered Development Plan status, based on full time professional schedules: CADC, CAADC = 3 years CCJP = 3+ years CCS = 4 years CPRM = 1 year Time allowances for part time workers may be longer. Approved plan schedule is based on remaining requirements to be done. Working under a registered Development Plan is a one-time opportunity; not renewable; may be updated or changed under limited circumstances. Once “clock is ticking” it does not stop – unless MCBAP is contacted and approves a revision, due to change in work situation. Plan is not extended while credential application is under review. © MCBAP All Rights Reserved

IC&RC Reciprocity Contact the IC&RC Member Board in the jurisdiction to which you want to relocate to learn about the requirements to reciprocate into their credential(s). Boards may add requirements. Some states have separate licensing and certification requirements. Contact your current IC&RC board for a Reciprocity Application. If you have active certification with MCBAP, contact MCBAP (call or ). You will be sent the reciprocity application. You complete the provided reciprocity application and return it to your current board with the appropriate fee. ($150 payable to IC&RC). Current board verifies credential status for application and sends it to IC&RC. IC&RC approves the application, notifies the professional, and sends it to IC&RC board in new location. New board contacts professional regarding reciprocity status. © MCBAP All Rights Reserved
32
IC&RC Reciprocity Rules
Credential to be transferred must be an IC&RC level credential. State-only credentials do not reciprocate. Example: MCBAP CADC is reciprocal; but a CADC-M does not have reciprocity in IC&RC network. Credential to be transferred must have been active for at least 30 days, and should not be due to expire in less than 60 days. Most recent renewal start date is the date used to determine active eligibility. Expired, lapsed credentials are not eligible for reciprocity transfer. Credential must be active, and professional in good standing – no deficiencies or active ethics complaints. Not all IC&RC boards offer all credentials. In some states, a CAADC may transfer in as a CADC, if receiving board does not offer the advanced credential. Local boards may use variations in the naming of their IC&RC credentials, so new credential may be relabeled when transferred. You may maintain certification in original state, as well. © MCBAP All Rights Reserved
