PORT FACILITY SECURITY/ISPS INFORMATION FOR ALL EMPLOYEES AND VISITORS WORKING AT THE ARENDAL PORT FACILITY

THE ISPS CODE (INTERNATIONAL SHIP AND PORT FACILITY SECURITY):
The international regulations for securing ships and port facilities. All port facilities that serve ships engaged in international traffic shall develop and maintain a security plan that has been approved by the Norwegian Coastal Administration. The security plan shall be based on a security assessment and shall include security measures to be implemented by the port facility. In Norway, there are more than 600 port facilities that have been approved to serve ships engaged in international traffic. The purpose of the security measures is to prevent and obstruct security incidents that may damage the ports, the port facilities or the ships that call in to such ports. All port facilities approved to serve ISPS ships shall have a Port Facility Security Officer (PFSO). MARITIME SECURITY LEVELS
SECURITY MEASURES ISPS comprises different types of security measures, including: • Access control • Surveillance • Searches and inspections • Handling of cargo and ship’s stores The security plan contains details of the security measures that apply at the port facility. SECURITY INCIDENTS Security incident: any suspicious act or circumstance threatening the security of a ship, a port facility or a port. For example: Unauthorized access to the port facility, cargo that has been manipulated, suspicious objects found, holes in fences etc. • The PFSO must be notified of all security incidents. • The PFSO will notify the Norwegian Coastal Administration. • The procedure for how to deal with security incidents is described in the security plan. MARITIME SECURITY LEVELS The security plan contains measures at three different security levels. Security level 1 Normal level – a minimum number of relevant security measures shall be carried out at all times. Security level 2 When there is a heightened risk of a security incident. Additional security measures. Security level 3 When a security incident is imminent or probable. Additional security measures. The Norwegian Coastal Administration is responsible for setting the security level that applies. YOU ARE RESPONSIBLE FOR SECURITY AT THE PORT FACILITY! All employees are obliged to have knowledge of relevant parts of the port facility’s security plan. What can you do to improve the security awareness at your port facility? • Remain vigilant! (Keep a look out for suspicious objects, persons etc.) • Be fully aware of your security duties at the different security levels. • Report any security incidents. • Report faults and defects in security equipment to the PFSO. Arendal Spirit ISPS access
All personnel that shall have access to the Arendal Spirit have to pass through the Arendal Port ISPS area and therefore shall obey ISPS and Port regulations. For all personnel the following routines are to be followed: Visits to be announced in good time to Arendal Spirit SSO with personal details, purpose of visit and time of visit Contact details required Arendal Spirit SSO will send an with visitor details to Arendal Havn PFSO, preferably minimum 24 hours in advance of visit. If notice is given less then 24 hours prior to the visitor arriving ,delays may occur with arranging access. The details shall include personnel details, company, date - expected time of arrival and if temporary or extended access is required. Contact details: subject : ISPS access Visitors shall identify themselves with an official approved identity card to the Harbour Master office /PFSO prior during normal working hours to be given access. Permanent (crew) will be issued with an access card that will provide access to the Port ISPS area Temporary visitors / vendors will be issued with a visitor card and have to be escorted by crew of the Arendal Spirit to and from the vessel With the access card the visitors can access the ISPS area and pass the quay to the access gate for the Arendal Spirit (NOTE: minimum PPE is helmet and reflective vest or coveralls). The access card will also open this gate. Onboard the Arendal Spirit the visitor shall report to the duty watch keeper and get the appropiate Safety inductions
