Progress Report on the Establishment of EA-RECC

Establishment of EA-RECC
Background Upon the endorsement given in the last SC meeting in Feb 2017, Hong Kong (China) has started the preparatory work for the establishment of EA-RECC in March; As of July 2017, the on-going preparatory work included: Staff recruitment and Training Office Preparation Computer equipment procurement Drafting operating guidelines Discussion with other RENCs on various matters

(2) Office Preparation The EA-RECC will be located inside the Hydrographic Office. Phase 1: Setting up of temporary office area: By conversion of some existing ancillary area; Installation of new office cubicle for each officer; Installation of supporting facilities such as telephone lines, power points, LAN line etc.

By conversion of some existing ancillary area and a conference room; Funding for the building works had been secured and it is expected to start in September and be finished by December 2017

(3) Contact with Other RENC (IC-ENC)
A 2-day workshop has been conducted in the Hydrographic Office in July 2017 with the General Manage of IC-ENC and the key in-house EA-RECC project staff. This workshop provided a two-way flow of information:- The EA-RECC goals, purpose, project plan etc, The IC-ENC global operating model of four core services (production support, validation, distribution and revenue management), financial model and governance.

After the workshop, a meeting has been conducted between the General Manage of IC-ENC and the key EA-RECC project staff. Items discussed including: In-depth discussion about the operation of the IC-ENC Staff attachment and training opportunity for the EA RECC technical staff Attending IC-ENC Technical Conferences / Steering Committee Meetings as observer
