Background of Population Registration
Address Based Population Registration System (ABPRS) was established in 2007 National Address Database (NAD) was established in 2007 Updating the System; Updating the changes in administrative units by the General Directorate of Population and Citizenship Affairs, Updating the addresses in NAD by municipalities, Updating the usual residence of persons by Local Population Registration Offices Vienna, 4-5 March 2010

Dissemination of the Results of ABPRS
The first results based on the ABPRS were presented to the users with the following breakdown: Population by localities (province, district and town/village), Place of registration, Age and sex structure In the year 2008, following topics were added to the database Literacy and educational attainment, Legal marital status, Internal migration (for the period of 2007 and 2008) The first population census results on population size and age-sex structure of the population by localities referring to December 31, 2007 was announced to the public on January 21, 2008. The last population census results referring to December 31, 2009 was announced in January 25, 2010. Population statistics are produced from this system annually Vienna, 4-5 March 2010

Quality Check Studies of NAD and ABPRS
In order to determine; The problems and needs of municipalities, special provincial organizations and population directorates which execute the NAD and ABPRS studies. The updateness and accuracy (reflection of the field) of NAD and ABPRS, Whether the persons registered their new addresses to the population directorates or not and The registration of new addresses of the persons to the population directorates were done whether on time or not Vienna, 4-5 March 2010

Quality Check Studies of NAD and ABPRS
First quality check study was carried out in August 2008. Second quality check study was carried out on November-December 2009. Field application of both studies were realized by TurkStat Regional Offices. First study was integrated to “Household Labor Force Block Listing Study” and the second was conducted independent from other studies. Vienna, 4-5 March 2010

2008 Quality Check Study 257 municipalities and special provincial organizations (for NAD) and 211 population directorates (for ABPRS) were visited in order to identify the problems and needs in updating these systems. Most of the organizations were complaining of insufficient staff, technical problems in data entry, information shortage, inadequate training and experience, Vienna, 4-5 March 2010

addresses listed in Household Block Listing Study was investigated in terms of numbering; Status of 8% of the addresses checked in the field differs from the status in NAD. 3% of the addresses could not be found in the field. Proportionally equivalent to 3% of all addresses were newly found in the field (not registered in NAD) Vienna, 4-5 March 2010

2008 Quality Check Study of ABPRS
9.773 individuals in dwellings was investigated in terms of occupancy in the addresses where they have registered in. According to household individual check, 15% of the households have members who are arrived or departed the household and 5% of the households, Within the registered individuals in ABPRS, and checked in the field, 9% do not reside in the addresses, 7% of all individuals registered in the addresses in which individual check study conducted, determined as new individuals no registered in these addresses. 2009 Quality Check Study Municipal Registers’ Examine Survey (Inventory Study) 2933 municipalities were visited in order to get information on their working area; Numbering, Signboarding, Evaluation related to GIS, Estate registers According to the results, some estimations for updateness and accuracy of NAD and ABPRS was calculated in Nuts 1 level buildings and addresses were investigated in terms of numbering individuals in dwellings was investigated in terms of occupancy in the addresses where they have registered in Vienna, 4-5 March 2010

2011 Population and Housing Census
Population and Housing Census will be conducted in 2011, according to the Official Statistics Programme ( period) which was approved by the Council of Ministers. The method of the 2011 Population and Housing Census will be developed based on administrative registers National Address Database Address Based Population Registration System Other administrative registers Referance date: 23 October 2011 Vienna, 4-5 March 2010

Advisory Board It was established in February 2009.
It consists of the directors of related institutions and organizations. Draft Questionnairs Short and long questionnaires is planned to be used Short questionnaire For whole population, Basic information of the persons in the registers will be checked with the preprinted questionnaires Long questionnaire For only a sample of the population, Detailed questionnaire including economic, demographic and social characteristics Method for data collection has been discussed for a long time, some alternative methods will be tested in the Pilot Census. Preparatory Studies August 2008 2008 Quality Check Study of NAD and ABPRS, January 2009First pretest of Draft Short and Long Questionnaires within Ankara province, 4 district centers by pre-printed questionnaires. February 2009 Revised Short and Long Questionnaires were tested in the Second Pretest within Ankara province, 2 districts In the two pre-tests, not only the comprehensibility of the questions and sufficiency of the multiple choices, but also the design of the questionnaires was evaluated and average duration of the interviews was obtained. Pilot Census 1st pilot census will be conducted in April-May 2010
In the pilot census all above aspects will be tested; Related to the field application: Application methodology, Data collection method (canvasser or householder/self completion method (mail out, mail back, via internet, via governmental organizations) Data capture method (keyboard data entry, optical mark reading, optical character reading and imaging processing) Related to the questionnaire Sampling (selecting a systematic subset of households to receive long questionnaire or selecting a sample of enumeration areas to receive long questionnaire) Especially estimation level of the economic, demographic and social indicators will be decided.
