3. POPULATION CENSUSES IN ARMENIA
Any country is required to conduct a census regularly, regardless of the characteristics of its economic or social order.
This testify the Millennium recommendations of UN as much. For the Republic of Armenia census conduction after independence was inevitable, as the last census had been carried out when Armenia was a part of Soviet Union, in January 1989, in an extremely complicated social and economic environment, a month later after the disastrous earthquake in northern Armenia. This factor negatively influenced the results of the 1989 census such that they did not reflect the real picture in Armenia and were not used as a basis.
In 1999 Law of the Republic of Armenia “On Population Census” passed in National Assembly of RA which defined the term of first independent census conduction and that it has to be carried out regularly once every ten years.
The main proof of Population Census conduction in was the direct harmonization of government determination to conduct census and readiness of the donor countries to contribute by financial assistance.

5. CENSUS ORGANIZATION
The consistent census in RA should be held in 2021, but according to No. 5 order of European Economic Commission (EEC) signed in , Armenia will also take part in 2020 round Censuses of Population and Housing. For its preparations, undertaking and processing of materials, in 2018 January, in the RA Statistical Committee a special working subdivision was created - Census Department with the 5 divisions

7. Strategic objectives
Census agencies should undertake an evaluation well in advance of the census to determine what systems and processes are appropriate for their own situation. Issues to be considered include:
the relative costs of staff and clerical-based processes compared with costs of possible computer systems and associated infrastructure;
the technological capability and infrastructure within both the census agency and the country as a whole; and
the capacity of the census agency to manage complex and sophisticated systems development process.

8. Armenia has always conducted traditional censuses, but for 2020 round Population and Housing Census we hope to use new technologies. As we know census programmes in many countries have been fertile grounds for the introduction of innovations. Many of the new approaches that are used in survey programmes today had their origin in censuses. The use of technology has most often been the principal enabler of innovation. In contemplating the numerous challenges facing the taking of a census of population and housing, census organizations should consider how technological innovations can be applied to any steps of their process to increase efficiencies and improve quality.

9. Strategic Objectives of the 2020 Census Operations
Statistical Committee is planning, in case of financial support, to use digital technology in:
Census mapping (use of mobile gadgets in census mapping); and
Data capture (use of tablets).

Capacity development (Staff training) on Mapping, data Capture and Data Processing;
Investigation of latest technology and software to be used in:
GIS;
Data capture and processing
Lesson learnt from countries that have used new technologies in mapping, data capture and processing;
Procurement of hardware and software

11. Anticipated Challenges
