Odense PRB Activities 2005- in general
Developing a Pilot River Basin Management Plan for Odense River Basin in 5 provisional thematic Programme of Measures including economic calculations on costs and measures to combat eutrophication and hydromorphological destruction of the surface waters and ground water in the OPRB (in Danish). 3 technical meetings and 2 advisory board meetings (public and/or stakeholders) (3 different groups) with representatives from NGO’s, authorities, firms etc., on Danish regional and national level. Progress reports to EU on the PRB activities. 3-4 July 2005: OdensePRB-leader attended the PRB-Steering Group Meeting. Input to SSG and other CIS working groups Input to EU research projects: Euroharp, Bridge, Conwoy, Rebecca, HarmoniRib, EuroLimpacts, FATE model testing

Water courses will not achieve ”good ecol. status” due to hydromorphological conditions and/or waste water discharges Lakes will not achieve ”good ecol. status” primarily due to nitrogen (N) and phosphorous (P) loadings, primarily from agricultural sources Odense Fjord – as lakes, incl. hazardous subst. Groundwater will (locally) not achieve ”good qualitative status” due to haz. subst., pesticides and nitrate

12 sub-basins 11 largest lakes and the Fjord N and P objectives: Required N and P load reduction (tonnes/year). Hydromorph. conditions: Cannot quantify objectives Not suitable for cost minimisation Estimated a total fixed dosage of specific measures and total costs. Groundwater: 1/3 of nitrate sensitive extraction area/WB need implementation of one of three measures.

Price of meeting objectives in OPRB: 13-20 milllion Euros 80% distributed on measures to improve hydromorphological conditions and to reduce pollution from sparsely built up areas. Operational objectives. Sub-basin level of analysis decided Estimate and include effects of baseline measures Identify relevant measures to solve problems in water bodies Unit effects (Kg N/ha) Unit costs (EURO/ha) Cost-effectiveness (EURO/kg N) Maximum potential dosage in each sub-basin (e.g. by GIS) Cost-effectiveness curves for each sub-basin and groundwater area Estimate downstream effects of measures to get an integrated analysis Find most cost-effective solution including downstream effects and calculate total costs of POM If necessary adjust dosages/placing of measures. Different scenarios.
