Minutes of 2017 IMHA EGM Tilburg
The EGM was called so that IMHA members could indicate their position with regard to the setting up of World Masters Hockey (WMH) to replace the IMHA and WGMA as the single entity responsible for running and sanctioning all Masters Hockey. FIH had declared that they wanted only one Masters Hockey Organisation running tournaments and informed the IMHA and WGMA in discussions that they would no longer recognise them after 31st December 2018. Regular meetings involving FIH, IMHA and WGMA had been on-going over a number of years about the setting up of the WMH and the time had come for the memberships to make decisions. The IMHA EGM at Tilburg was asked to vote to approve the setting up of the WMH and accept that the dissolution of the IMHA would follow by the 1st January 2019. IMHA President Glenn Paton talked through this PowerPoint with the members present and explained the various aspects of the transition to the WMH and its related timeline. He asked members to go to their national Masters organisations to seek new ideas and volunteers to participate in the Working Parties which were to be set up to advise the WMH Board on the best ways to develop Masters Hockey further. The FIH ultimatum was not something which could be ignored, but previous IMHA Congresses had already accepted the principle of a single masters entity and so after some discussion the motion was placed before Congress. The Congress unanimously voted in favour of the setting up of the WMH and recognised that this would bring the IMHA to an end once all due legal processes had been carried out. This was not an unexpected result given the mood of previous Congresses and the views expressed by most NAs and IMHA Masters Hockey groups around the world. The WGMA held an EGM in Glasgow the following week and the majority of the membership voted in favour of the WMH being set up in principle – their motion was similar to that put to the 2016 IMHA Congress in Canberra.

Key Principles for Change
The future international strategic direction and growth of Masters Hockey will be most effectively and efficiently delivered through one single constituted and fully inclusive Masters Hockey organisation - a reaffirmation of the FIHs stated position in 2012. The structure of the new organisation should be shaped by the partner bodies signing up to the agreed Key Principles. The structure will be designed to meet the agreed strategic objectives for Masters Hockey, similar to those outlined above. The single Masters body should be sanctioned by FIH to strategically deliver Masters Hockey and empowered to sanction international Masters Hockey in line with the principles of the FIH Hockey Revolution, an approved Masters strategy and to fully comply with the FIH statutes. This single body should harness existing expertise with representation from the current IMHA and WGMA organisations and ensure that the needs of Masters players for both genders and at all age groups are met. The governance and delivery of Masters Hockey should be fully integrated within FIH member National Associations and Continental Federations at these levels, following the strategic direction agreed by the single body. A key objective of the single body would be to raise funding to support the delivery of the strategy at international level, with all funds raised through Masters Hockey to be used exclusively for the future delivery of Masters Hockey. A clear timeframe agreed by all parties supportive of these Key Principles that sees the new constituted body strategically leading international Masters Hockey within a two year time frame. The IMHA and WGMA would wind up their companies within one year of the new single Masters body being constituted to meet all the relevant Memorandum and Articles.
