Committee 2

2 Overview Summary of Problem: Summary of Policy:
The One Child Policy is a population regulation tool that limits the ability for a family to have more than one child. Put in place in 1979 by Deng Xiaoping, the policy was meant to be temporary to decrease the growth of communist China’s population. However, the policy has not been removed and it continues to effect the lives of many Chinese citizens. Summary of Policy: In order to reduce the severity of the One Child Policy, the United States will impose sanctions on China specifically to remove birth permits and in turn lower tariffs on solar panels; failure to do so will result in a loss of China’s most favored nation status.

3 Supporting Argument #1 The One Child Policy is a violation of human rights, such as the freedom to choose if and when a woman has children and whether or not a woman gets an abortion. The One Child Policy has limited the amount of girls in China, since male children are preferred and it is usually the females who are aborted.

4 Opposing Argument #1 China’s one-child policy allows Chinese parents to have a second under many circumstances, such as the first-born being a girl. However, the family can suffer large fines, if their second-child isn’t approved. For example, Chinese filmmaker, Zhang Yimou, was fined $1.2 million for disobeying the one-child policy.

5 Supporting Argument #2 The CHILD Policy ensures the humanitarian rights of the Chinese families. One unintended consequence this law has produced is “the country’s overall sex ratio has become skewed toward males.”

6 Opposing Argument #2

7 Supporting #3 China’s one child policy puts the entire nation of China at risk in terms of gender balance which is crucial to the functioning of a society. “Researchers have warned that large sex-ratio imbalances could lead to instability as more men remain unmarried, raising the risks of anti-social and violent behavior” (US Reuters)
