5 Five Tests of an Acceptable Eagle Scout Service Project
It provides sufficient opportunity to meet the the Eagle Scout service project requirement It appears to be feasible. Safety issues will be addressed. Action steps for further detailed planning are included. You are on the right track with a reasonable chance for a positive experience. Project is sufficiently complex that it provides a challenge to the Scouts planning and leadership abilities.

6 Meeting the Eagle Scout Service Project Requirement
Routine Labor is not normally considered appropriate… Clothing Drives, Literacy Drives, collections and redistributions of goods are not normally appropriate… When a Scout is Approved for Alternative Merit Badges – Routine Labor and Redistributions of Goods projects will certainly test the limits of their planning abilities and leadership skills. If the Scout is not already approved for Alternative Merit Badges – these types of projects must be augmented –i.e. literacy drive where the scout also catalogs, appropriately labels, builds shelves for, and shelves the beneficiaries book collection…

Eagle Scout Service Project Plan – Optional Addresses all the topics in the proposal but will include any changes that had to be made to the proposal. This is a tool for showing how the project developed over time between the project approval and the project commencement. After project approval is when you are allowed to start Fundraising! Be prepared and have your fundraising application ready for signatures at your proposal approval sessions. Encouraged to use the Final Plan for answering questions at an Eagle Board of Review

This must be filled out if you are obtaining materials or funds from anyone outside of: Your Family Your Unit’s Account or Families registered to your Unit Your Chartered Organization’s Account The Beneficiary AND the project materials/costs will be valued over $500. ALL materials and donations belong to the Beneficiary – any leftovers are the property of the Beneficiary. You are acquiring all materials and funds on behalf of the Beneficiary!

All Donations go under your beneficiaries tax id number. Application must be approved by the council before donation solicitations can begin. Include list of potential material and monetary sources – business/address/type of fundraising (if different methods are being used) It is better to have a Fundraising application approved and not need it, than to have your project denied because you don’t have it.

20 EAGLE REQUIREMENT #1 Be active in your troop, team, crew, or ship for a period of at least six months after you have achieved the rank of Life. Time served doesn’t need to be consecutively.

Enclosed a pre-addressed and stamped envelope with the written request. Your unit Advancement Chair will provide you with the address of the person collecting your reference letters. The scout/scout’s family may never have, hold, read or see the reference letter/forms; only members of the Eagle Board of Review will read the submitted references. Please allow plenty of time for the individual to write the reference

31 Eagle Requirement # 5 While a Life Scout, plan, develop, and give leadership to others in a service project helpful to any religious institution, any school, or your community. Must use the Eagle Scout Service Project workbook.

32 Eagle Requirement # 6 Write a statement of ambitions and life purpose – sign it. Create a separate list of positions you held in religious institution, school, camp, community, or other organizations which you demonstrated leadership skills. Include honors and awards Take part in a unit leader conference – you can use this opportunity to verify information on your application.

33 Eagle Requirements All Eagle Requirements 1-6 must be completed on or before your 18th birthday.

Dates Joining, Birthday, Position of Responsibility, Signatures on Application and Eagle Project Workbook References (min 5) Merit Badges Position of Responsibility Must be appropriate for type of unit Tenure must be 6 months post Life Board of Review All required documentation must be completed.

35 Pre-Eagle Board of Review
Complete all Eagle requirements 1-6 on the Eagle application including the unit leader conference. Take the Eagle application, the statement of Ambitions and Life Purpose, List of outside scouting leadership positions/awards/honors and Eagle Scout Service Project Workbook to the council office and have it verified by Council Staff. Requests for reference letters should have been completed by now; if not, please do it now!

36 EAGLE BOARD OF REVIEW Unit Advancement Chair or his or her designee sets date for Eagle Board of Review after the council has verified the Eagle application. Council will send an notification to the District Advancement Chair and the identified person from the Unit. The Unit Advancement Chair or his/her designee calls the District Eagle Coordinator or District Advancement Chair and makes arrangements for him/her or his/her representative to sit on the Eagle Board of Review. Unit Advancement Chair or his/her designee receives/collects the Eagle reference letters. Reference letters can only be opened at the Eagle Board of Review, to be read only by the BOR members. The Eagle candidate is not allowed to have, hold, see or read the reference letters under any circumstance, or at any time.

37 Eagle Requirements An Eagle Board of Review may be held within 3 months after a Scout’s 18th birthday without special approval from the council. An Eagle Board of Review may be held between 3 and 6 months after a Scout’s 18th birthday but must be preapproved by Council. (Submit a statement of explanation for the delay to Council Staff.)

38 Eagle Board of Review Members
There must be a minimum of three and no more than six individuals and they must be 21 years of age or older. Members can not be the unit leader, assistant unit leader, members of the Eagle candidate’s family or chosen by the family. Members should not also be a reference. If a member is a professional but not a scouter, please make the person aware of the seriousness and solemnity of the Board.

39 Day of Eagle Board of Review
Scout brings original Eagle Application which has been verified by the council office. Scout brings the statement of Ambitions and Life Purpose Scout brings original Eagle Project Workbook. Scout brings copies of the above for each member of the Board of Review. Scout should bring Scout handbook and should be in full uniform.

40 Day of Eagle Board of Review
Eagle Board of Review members will meet 30 minutes prior to start of the Eagle Board of Review. Appoint a chair & print and sign the return envelope Members open reference letters/forms and read them Members review Eagle Application, Eagle Project Workbook, and Statement of Ambitions and Life Purpose. Eagle candidate is introduced by unit leader Unit Leader may stay as an observer but can’t participate If Unit Leader is a relative he/she is not allowed to stay No relative should be in attendance, exceptions can be made for Scouts earning alternative merit badges.

41 Day of Eagle Board of Review
Positive decision to promote to Eagle must be unanimous Board of Review Chair or his/her designee ensures delivery of all documents to the office in the return envelope. All BOR members must sign the Advancement form. Any Palms (groups of 5 extra merit badges) earned prior to the BOR date must be recorded on the Advancement form. All Reference letters must be included Application must be signed on second page Statement of Ambitions and Life Purpose

42 Eagle Court of Honor Must not be scheduled until after Council has received the Scout’s Eagle Credentials. Rank and controlled items Can Not be purchased until the Council has received the Scout’s Eagle Credentials. Determine Date, Time, and Place. Unit decides on how the Eagle Court of Honor is handled. Resources available for all different types of Eagle Courts of Honor – call Council to request a release form for copyrighted images.
