Infrastructure elements that, if significantly damaged or destroyed would cause serious disruption of a system or organisation. Storm, Flood/Earthquake damage leading to loss of certain transportation routes in a city. Ex: Bridges crossing a river make impossible for people to evacuate for emergency situations.
