The goals and objectives are listed in the box, with space for participants to take notes. Participants will not receive a PowerPoint for the presentation, since the Outline provides the most pertinent information from the slides. Purpose of the MEP Module 1 Level 2 True or False Refer to your Outline. Read each statement with a partner. If you decide that the statement identifies one of the purposes of the MEP, place a “T” next to the statement. If you decide that the statement does not identify one of the purposes of the MEP, place an “F” next to the statement. Trainer’s Notes Tell participants that before addressing the objectives for today, reviewing some statements will ensure everyone has a basic understanding of the purposes of the MEP. Review the directions on the slide with participants. Participants will refer to their Outline (p. 2). Purpose of the MEP Module 1 Level 2 T To assist States in supporting high-quality and comprehensive educational programs and services during the school year, and as applicable, during summer or intersession periods, that address the unique needs of migratory children. To ensure that migratory children who move among the states are not penalized in any manner by disparities among the states in curriculum, graduation requirements, and/or state academic standards. To help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of such children to succeed in school. Trainer’s Resource Materials Identification and Recruitment Importance Module 1 Level 2 Why is it so important to identify and recruit all eligible migratory children, families, and youth? Children and youth cannot receive MEP services without a certificate of eligibility (COE) a recruiter has completed and the State has accepted. The longer it takes to find a migratory child and determine the child to be eligible, the longer it will take to provide the child with MEP services. Trainer’s Notes Now that the purpose for the MEP has been reviewed, help participants understand the terms identification and recruitment. Ask participants to read the question displayed on the slide, write a response in their Outline (p. 3), and share with their neighbors. Discuss with the whole group. Trainer’s Resource Materials Module 1 Level 2 What if We Don’t Identify All Migratory Children? Unidentified Migratory children may experience delays in school placement or incorrect school assignments; failure to receive partial credits or an inappropriate course sequence for graduation from the student’s home-based school; and obstacles to receiving necessary supplemental services. Children previously found eligible for the MEP who may not currently be receiving services need to be re-identified when eligibility can be updated so future services can be planned. Trainer’s Notes Ask participants to think about the question on the slide. Allow volunteers to share their thoughts and discuss with the whole group. After the whole group discussion, refer participants to the bulleted list of common characteristics and challenges in the Children of Migratory Farmworkers and Fishers section in the National ID&R Manual, Chapter 1: Background and Overview of the Migrant Education Program. Allow participants one minute to read through the list before clicking to display the bullets on additional concerns for migratory children not identified. Discuss as needed. Trainer’s Resource Materials Identification and Recruitment Module 1 Level 2 Identification Actively looking for and finding migratory children and youth Recruitment Making contact with the family or youth and obtaining the necessary information to document the child’s eligibility and enroll the child in the MEP Trainer’s Notes Refer participants to the definitions for identification and recruitment listed on the slide. Remind participants that two of the primary responsibilities of all recruiters are the identification and recruitment of migratory children. Ask participants to look at the definitions for each of the terms in isolation above. Tell participants that based on the PowerPoint definitions, they are going to categorize the ID&R methods they just listed into either an identification activity or a recruitment activity. Review the list of activities on the chart paper and identify each with an “I” or an “R” based on participant feedback. Some recruiter activities could fall in both categories. Ask participants to find the statements on the slide in their Outline (p. 3) and complete them independently. Move to the next chart paper when prompted. Continue moving around the room until you have visited all challenges. Trainer’s Notes Now direct participants’ attention to the chart paper around the room and remove the blank paper covering each challenge. Let participants know these are some of the ID&R challenges identified by OME. Divide participants into eight groups and assign each group to one chart paper. Review the directions on the slide with participants. Actively monitor participants to ensure they understand the challenges listed and provide guidance if necessary. Refer participants to the bulleted list of challenges in the Importance of ID&R in Determining Eligibility section in the National ID&R Manual, Chapter 1: Background and Overview of the Migrant Education Program. Visit each chart paper one more time and record any solutions your colleagues suggested that are not on your key.
