Met w/ Parties to address Agreement refinements Banked credit & credit life Updating N offset rate & establishing P offset rate Evaluation of Progress Worked together to incorporate individual limits Response to directive from EPA Result is similar to approach used in Neuse Basin Both group and individual permits Individual limits enforceable if group cap exceeded

Parties Review & Approve Draft Agreement Agreement to November WQC & EMC for approval Phase IV Agreement In Place (January 1, 2014 – December 31, 2024)
