1 The WSP Notice of Arrest
(NOA)

2 Benefits of reviewing the Notice of Arrest:
Check the accuracy of submitted arrest information Verify a person’s identity based on fingerprint comparison Locate outstanding warrants or protection orders the individual may have

3 When a law enforcement agency submits a criminal arrest fingerprint card to the Washington State Patrol (WSP) the contributing agency is furnished with the individuals assigned state identification number (SID) after fingerprint identification of the individual

4 Also, a wants and warrants check is performed to locate any warrants, protection orders and other records from the Washington Crime Information Center (WACIC) files The notice of arrest may be furnished by or telecommunications system (ACCESS)

Header: states that this is the WSP, Notice of Arrest 1. Type: Type of transaction 2. Date: Date transaction was electronically sent to the agency 3. Attention: Contributing Agency who submitted the arrest information. Note: If this is an response the name of a specific person would appear here. 4. State Identification- SID assigned to this record based on fingerprint comparison. SID a unique number assigned to the first retainable fingerprint card. Subsequent information is assigned the same SID. 5. Master –name on the first retainable fingerprint card Name Alias names-alias names include, birth/maiden name, other married names, nicknames, street/gang names 6. Date of birth, month-day-year- Live-scan is year-month -day 7. FBI number assigned by the FBI 8. Process control number-Unique number assigned linking this arrest to its disposition. 9. Transaction Control Number-Unique number assigned at the time of the fingerprinting event-Live-scan only, Identifies this electronic submission. Date: this is the date that Washington State Identification System (WASIS) was updated with this arrest information State Identification Number (SID): sequential number assigned to the first retainable set of fingerprints received by WSP (based on fingerprint comparison) Contributing Agency: agency the notice is directed to

State Identification- SID assigned to this record based on fingerprint comparison. SID a unique number assigned to the first retainable fingerprint card. Process Control Number (PCN): unique tracking number linking the court information to the arrest offense

Other Identifying Number-usually the citation or incident number Court case number Warrant number-if this is a warrant arrest Charge information: Crime code Literal RCW Disposition responsibility Court/agency Query Message-An automatic query is done to locate warrants, protection orders, and other records from the Washington Crime Information Center (WCIC) Unique Number/ Other Identifying Number (OIN): typically the incident or citation number Warrant Number

Charge: crime code, literal and Revised Code of Washington (RCW) Court Case Number Query Message: an automated query is provided to locate warrants, protection orders and other records from WACIC files This query is by SID Offense information Originating Agency-agency responsible for the arrest event Date of Arrest LID/OCA-Local Identification or Originating Agency Case number assigned by the contributing agency.-Relate to them a Number they assign. Other Identifying Number-usually the citation or incident number Court case number Warrant number-if this is a warrant arrest Charge information: Crime code Literal RCW Disposition responsibility Court/agency Query Message-An automatic query is done to locate warrants, protection orders, and other records from the Washington Crime Information Center (WCIC) Disposition Responsibility: court or agency responsible for submitting the findings to WSP

In addition to the NOA, if the contributing agency chooses to receive notification from The Federal Bureau of Investigation (FBI), the FBI number is furnished after fingerprint identification of the individual This notification is furnished by or telecommunications system

For the purposes of our class today we will only talk about the State NOA. Transaction Control Reference: Unique number assigned by the FBI to this event

14 Why is the State and FBI SID useful?
The state SID can be used to query additional criminal history information retained on the individual for the State of Washington The FBI SID can be used to query additional criminal history information retained on the individual nationwide
