Guidelines on the management of farmland in Natura 2000 GUIDANCE DOCUMENT - SCOPING 1st meeting of the Sub-Group 20 May 2011 N2K Group & IEEP

2 Guidance on management of farmland in Natura 2000
OBJECTIVES to contribute to the improvement of the conservation status of the habitats and species sensitive to, or dependent on, agricultural land management. to promote the integrated management of farmland in Natura 2000 areas, by strengthening the partnership approach through the involvement of the agricultural sector in proactive and participatory management of Natura 2000 network. This is to be achieved through the promotion of the dialogue with the key stakeholders, to take appropriate account of their needs and expertise.

SCOPE Guidance will focus on the management of farmland in Natura 2000 sites that contributes to meeting the sites conservation objectives of Natura Active positive management that is put in place with the collaboration of farmers, landowners and other relevant stakeholders Good practice measures that contribute to improve the conservation status of Habitat types and species of CI, which are associated to agricultural land Address relevant threats and management requirements in different agricultural systems. Suitable management approaches that can be applied, integrated management, multifunctional character of agriculture and ES provided by suitable management systems. Support Member States/regions in the elaboration of new or improved sets of Natura 2000 conservation oriented measures under the Common Agricultural Policy for the new programming period

RELEVANT ISSUES (1) Relationship between Natura 2000 sites and agriculture/farmland Key agricultural habitats and species The importance of agriculture and agricultural land in Natura 2000 Key issues and challenges to improve CS of key habitats and species related to agriculture. - main agricultural systems and practices, trend and changes, effects on hab/spp., contribution to CS improv.

RELEVANT ISSUES (2) Instruments and tools that can be used to support appropriate management of farmland in N2000 CAP (GAEC standards under the CAP cross-compliance regulations, agri-environment schemes, Natura payments, etc.) Nitrates Directive and WFD requirements Other tools, e.g. national measures (fiscal reductions); private initiatives/agreements on labels (for agricultural products) linked to Natura 2000, PES…..

RELEVANT ISSUES (3) Better use of available funds and tools for the management of farmland in Natura 2000 Analysis of the extent to which farmers in Natura 2000 areas receive different types of EU support under the CAP and use other possible instruments and tools More strategic approach – measures targeted to well defined conservation objectives, groups of species and habitats occurring in N2000 sites…

TARGET AUDIENCE Main actors involved in the management of farmland in Natura 2000: - farmers, landowners, agricultural groups and unions, nature conservation advisors and site managers, - those involved in designing and implementing Rural Development Programmes and agricultural advisors.
