1 UWEZO TANZANIA UPGRADED DCCP PROGRAMME IN 9 DISTRICTS

2 District Communications Contact Person DCCP) Programme
Adopted from Uganda experience Implemented in 2016 in 9 districts covering 18 assessed villages ( 2 per district) Period: 3 months Engage selected staff from our District partners to conduct communications activities at their district to enhance engagement with citizens, education service providers and responsiveness from local authorities 9 DCCPs, and 36 volunteers ( 2 per village) DCCPs trained for 2 days on their roles: communications, but also on record keeping through activity journals, and outcome mapping journals Mainly: District level: Executive Director, District Education Officers, Quality assurance etc Sub district level- Ward education officers, Teachers Citizens/Parents

3 DCCP ACTIVITIES A: Volunteer support to children:
Introduce the programme to District authority and seek their collaboration Recruit 2 volunteers per village, orient them on the expected roles 2. Volunteers sample Households – 20 3. Volunteers Assess children using Uwezo test and select not less than 20 children in a village who have difficulties in reading and doing arithmetic. List all children and rank them as per their competence levels as baseline to monitor progress 4. DCCP and Volunteers in liaison with local leaders make a plan to support children improve literacy skills 5. Public meetings organized with support from local leaders to introduce volunteers and seek parent support

4 Process A total of 583 children who could not read nor do standard two arithmetic were selected to join the program

5 B: Activities Communicate Assessment findings through district launches and face to face discussion with key subnational level officials District launches brings in: education officials, parents, teachers Presentations of findings, dissemination of reports Public debates on the findings Followed by Commitments from stakeholders on how to improve learning outcomes

6 Outcomes More and enhanced engagement between our partners and education service providers and local officials. Upon the completion of the program out of 583 children, 393 (67%) children were able to read a Kiswahili standard Two Level story. Some out of school children got space to join school 4. Application of MO to monitor progress

7 “ASHA STORY” “Asha” ( in between) is 15 years old and was enrolled in calss 3 with other pupils who are at age 9. Parents could not afford school cost, so she was given out to work as a house girl. She was later spotted by Uwezo volunteers during Household assessment. Asha revealed her thirst to learn. The volunteers included Asha in the Uwezo DCCP program aimed to support children ( in the villages) to read and do simple arithmetic. In 3 months Asha was literate and numerate. Through Uwezo District Partrner and Volunteers, the district officials heard about Asha story during the launching of Uwezo report in that district. They were shocked! The DEO supported Asha to join school and was enrolled in class 3. With Free education policy, the parents have little to pay for schooling and Asha has found her space in school to learn(Tanzania)
