2. Situation 1: production is in only one Member state
In this case the application shall be sent to the member state where the production is taking place.

3. Situation 2: production of the ecolabelled product is taking place in more than one member state.
If the production of the same product is taking place in more than one member state the applicant can choose where to apply. Normally one license can include production sites in several member states, but the practice may vary depending on the product group and CBs involved. For more information contact the relevant Competent Body.

4. Situation 3: production is taking place in one member state and the main office is situated in another member state.
The CB situated in the same member state as the production shall accept the application. If the applicant wants to send the application to the CB in the same country as the main office this can only be done, depending on the product group and if the later CB have agreed on accepting the application in advance.

5. Situation 4: A license holder wants to expand his license to a production site in another member state than the one already included.
If a license holder wants to include another production site which is situated in another member state than the one already included the CB in this later country may accept the application. For practical reasons it could be more convenient for the license holder to send the extension to the CB which have already issued the license. This is only possible if the CB who issued the first license has accepted the extension. The CB in the country where the production is taking place shall always accept an application.

6. Situation 5: A license holder wants to expand its license to a production site in another member state than the one already included – and producing another product within the same product group.
This situation is similar to situation 4. The CB where the new production is taking place shall accept. But if accepted by the CB which have issued the first license the new production site can be included in the existing license.

7. Situation 6: production is taking place out-side the EU
Here the applicant can choose any CB - but the applicant shall have the intention to put the products in question on the market in this member state.
