George Washington and his troops retreat to Valley Forge, PA after losing a battle. They stay the winter with little foods, or shoes, many soldiers did not desert (leave) because of love for their country and respect they held for Washington.

Constitution (book of laws) that held the American colonies together during the American Revolution. National Weaknesses: No power to tax the people. No power to trade over seas Unanimous votes needed when making a decision. National Strengths: Created way to make new states (Northwest Ordinance) Allowed to make treaties with other countries

14 NORTHWEST ORDINANCE An orderly plan to turn territories into states for more security. Requirements to become a state: 60,000 people No slavery New states had same rules as old states.
