2 Context: Request from LSCB Executive Group to engage with respective Managerial Associations and Governor’s forum. Purpose: Raise awareness of multi agency safeguarding training delivered on behalf of Liverpool Safeguarding Children Board (LSCB) Provide understanding of the LSCB multi agency training course Working Together Aim: Support school’s engagement with multi agency training to support more effective multi agency safeguarding

3 Working Together to Safeguard Children
Statutory Guidance ‘Sets out key roles for individual organisations and agencies to deliver effective arrangements for safeguarding’ (p11) ‘This guidance applies in its entirety to all schools’. (Chapter 2 Organisational responsibilities p60) Changed Legislation Children and Social Work Act 2017 LSCBs will be replaced. Safeguarding Partners (local authorities, chief officers of police, and clinical commissioning groups) have up to 12 months, from 29 June 2018, to determine and publish local safeguarding arrangements. Arrangements must include engagement of schools.

4 Keeping Children Safe in Education (KCSIE) September 2018
Designated Safeguarding Lead (DSL) ‘link with the safeguarding partner arrangements to make sure staff are aware of any training opportunities and the latest local policies on local safeguarding arrangements.’ (p91)

5 Responding to Need & Multi Agency Training (WT2018: 13)
Local organisations and agencies should have in place effective ways to identify emerging problems and potential unmet needs of individual children and families. This requires all practitioners, including those in universal services and those providing services to adults with children, to understand their role in identifying emerging problems and to share information with other practitioners to support early identification and assessment. Multi-agency training will be important in supporting this collective understanding of local need. Practitioners working in both universal services and specialist services have a responsibility to identify the symptoms and triggers of abuse and neglect, to share that information and provide children with the help they need. LSCB presently delivers multi agency training. Safeguarding partners will have responsibility for delivery under new arrangements

6 Multi Agency Training: Training Together to Work Together – WHY?
Provides professionals with a consistent understanding of safeguarding legislation. Ensures staff across differing agencies are familiar with local policy and local procedures. Develops a shared understanding of respective roles and responsibilities Develops more effective working relationships, to facilitate more effective working together, to enable more effective safeguarding.

7 Multi Agency Safeguarding Training
LSCB provides a wide range of opportunities for multi agency staff to come together and learn together. Collaborative learning allows staff to share knowledge, share experience and make network links to improve future safeguarding practice. Basic Safeguarding Awareness Learning from Reviews Impact of DA on Children (0-11yrs) Impact of DA on Young People (11-18yrs) Working with Resistant Families Responding to concerns about Self Harm Multi Agency Public Protection Arrangements Child Sexual Exploitation Child Criminal Exploitation New Designated Officer Responding to concerns about Self Harm Spotlight sessions (relevant to themes) Working Together Working together (Update) Multi Agency Multi-Agency Safeguarding Training compliments single agency safeguarding training….(and its free!)

8 Working Together: Two Day Course
Attendees: Multi agency staff: Police, Health colleagues, Social care staff, Children centre staff, Probation, Private & Voluntary Sector (Addaction, YPAS), Housing officers. Safeguarding Continuum: Focuses on the processes, principles and dilemmas of working together effectively to safeguard and promote the welfare of children, including those who are suffering, or are at risk of suffering significant harm. (Attitudes to Parenting / Roles and Responsibilities key agencies / Understanding Levels of Need / Early Help / MARF / Information sharing / Role of MASH / Strategy meetings / Multi Agency meetings: MAPPA, MARAC, MACE / Child Protection (CP) Case Conference / CP Plans / Core Groups. Learning from local reviews throughout. Schools: Course is suitable for staff new to Liverpool, new to role of Designated Safeguarding Lead and those who will be working within the statutory framework for safeguarding children and young people.

9 Working Together Update: Half Day Course
Update for professionals who regularly with children and young people and who have previously attended the two day Working Together training. Provides attendees with an update of national and local safeguarding policy, practice and statutory guidance. Reflects on current national and local learning from reviews.

How has attending LSCB training supported you within your current role in school? ‘I feel more comfortable working with careline and other professionals as the training has highlighted that a lot of the work we were already doing is good and the other agencies have similar concerns.’ Primary ‘More confidence using the levels of need. 12 The Working Together training is currently a two day course – can you describe how this was beneficial to you and how it may have supported you within your current role? ‘This course was excellent – lots of reflection on my own way of working- lots of consideration on others views. Really made me think about the language used in MARFS and how to state the concerns as so much information is relayed. Was really good to work with do many agencies and see and hear their perspectives. Was very current which was great.’ Secondary ‘All of it. The structure, flow activities and delivery was fantastic. Great to meet other professionals and share ideas. One of the best courses I’ve been on – thank you.’ Secondary  ’Brilliant course. Learning activities were engaging and interesting. 13 Multi Agency Multi-Agency Safeguarding Training compliments
School Improvement Liverpool currently provide a range of high quality single agency training. Is there any additional benefit to attending LSCB multi-agency training? If so, what might this be? During SIL training and regular e-briefings and newsletters, Phil Cooper (SIL) strongly recommends that Designated Safeguarding Leads regularly attend LSCB multi-agency training including ‘Working Together’, 60 Minute Spotlight Sessions and Open Space Meetings. This LSCB training supports Designated Safeguarding Lead’s in keeping up to date with local and national guidance and developments and it also has a huge role in strengthening multi-agency work. Primary Multi Agency Multi-Agency Safeguarding Training compliments single agency safeguarding training.

14 Staff in other agencies…. benefit from school’s attendance.
Which staff roles within school would benefit from attending LSCB training? Head teachers, Designated Safeguarding Leads, Family Liaison/Pupil Support Officers, EHAT Lead Professionals, SENDCo, Safeguarding Governors, Pastoral Support, Teachers and Teaching Assistants. Primary DSL and Deputies, Student support roles, Heads of Year, Heads of House, SLT Secondary Not all staff need to attend, but staff in relevant roles would benefit from attending. LSCB would recommend that schools have a member of staff who has completed this training and who can subsequently attend a half day Working Together update session (biannually). Staff in other agencies…. benefit from school’s attendance.
