Open Source Civic Data: Creating Socially Impactful Data Platforms
In keeping with the themes prevalent throughout this conference, I’d like to take you through a short journey through my mind as a data scientist. It’s a departure from a presentation where I show you where to find data, how to code against it and how to present it. I thought a more responsible explanation in our current technological evolution towards the era of innovation is to understand how to make the data “do no harm” as Ramji noted today.

Data is not information, information is not knowledge, knowledge is not understanding, understanding is not wisdom. --Clifford Stoll Guiding principal of my journey with data. My first project was an EPA data transformation project. Tell story of NJ and Ciba Geiger The purpose of this talk is to describe the process for using data to develop socially impactful distribution platforms…aka APPs

Questions are a source of perspective
The Question Questions are a source of perspective Questions are a an initiation of agency Questions are the unique input of the human experience The process---not the data---provides the answer!
7
Creation and Origination
Finding and capturing the process that will result in the outcome—datapoints. --by engaging how the data is created, we can engineer: aniticipations, projections and results. --the lack of data illustrates a risk point. Origination Finding the source of truth: --we generate so much data today, we need to know -- who owns it, --who regulates, --who maintains it, --who access it, when, how often
8
Contextualization v. Correlation
What are the influencers on the processes that create the data? Correlation What processes influence another? What process outcome (data) is input for another’s determinate process (data)?
9
Distribution v. Consumption
How do we transform data into information that will elicit knowledge with the goal of inspiring wisdom? Consumption Impact Consumption is a process, therefore, it has outcomes.
