Learning Scheduled courses, training on request and onsite, e-learning Conferences, seminars, networks Management Services Executive recruitment and performance reviews Service reviews, org reviews, HR consulting Service Development Enhance existing services Develop new services My role is to oversee the ICU - team of expert staff and consultants within Member Services Division Hosted GG forum annually since 2016 Since the first GG forum we have been listening and learning about key issues and trends in the sector We have key bau services to support you, and are also developing new services to respond to changing needs Key role of the unit is to support local government performance and promote sector led performance improvements (talk through slide) We will be listening to the speakers and participants today to inform our work too

4 Governance supports Core services – inhouse industrial lawyers and legal officer Mayor and Councillor training and mentoring Capability Framework Integrated with performance reviews PD in a Box for councillor development plans Consulting support – performance improvement Community based service reviews Complaints management process review Organisation structure reviews Mentoring – commonly work with mayors and councillors on issues such as application of the codes of conduct and codes of meeting practice, relationship of Mayor and GM, resolving planning matters Training courses for councillors – includes code of conduct, Chairing and Meeting Procedures, Lobbying for Success, Social media, Financial Issues in LG, Mayors weekend, Executive Certificate for elected members Capability framework – adopted by the LGNSW board in 2017, can embed good governance into workforce management practices such as recruitment and performance review Capabilities include acting with integrity, demonstrating accountability, procurement and contracts, make quality decisions Clarence Valley, Forbes, Bland and Mid Coast Council are aiming to add capabilities into all position descriptions City of Sydney have recently added our capability framework into their performance reviews for all staff Management Solutions now include capabilities in all of our senior staff recruitment and performance review Community based service reviews Conducted for Forbes and Lithgow this year Designed to get a community perspective on service delivery priorities for the council Process involved assembling a panel of community representatives and working with the panel for 3 x 4hour sessions. The panel also completed scoresheets to provide some measurable data back to the council Outcomes presented as a report (Forbes) and a presentation (Lithgow) Review of complaints management process Waverly Council was interested establishing a clear and effective process for the handling of all complaints, and was seeking to provide more clarity regarding roles and responsibilities in the complaints handling process. Process involved review of council policies and documentation plus interviews with a wide range of staff. Organisation Structure Review – Federation Council High level review for recently merged council Staff engagement and identification of performance improvements

5 New Services AICD – Governance Essentials for Local Government
LGP Internal Audit Panel New e-learning introductory course for Property Professionals Cyber security awareness training for staff Local Government Workforce and Future Skills research – NSW and national reports HR Metrics - piloting new digital analysis tool AICD - two-day course for elected members and council executive staff. Governance Essentials for Local Government is a sector specific version of the Foundations of Directorship Program. LGP Internal Audit panel - Internal Audit and Management Consulting Services (LGP218), the contract concludes on 31 July 2020 with optional [3] x [12] month extensions. For further information contact your LGP Business Development Manager. Property professionals - This new elearning program is for local government staff who are Experienced property professionals but new to local government, New property professionals or Staff needing property management knowledge for their roles (for example finance or councillors). By the end of Property 101 you will understand the 4 main types of council land and their basic 4 functions, the key legislation for your role, how to work with your internal and external stakeholders and the importance of your delegations as a property professional Cyber security – brokered a cost-effective deal for councils in consultation with the LG IT Professions network with whom LGNSW is closely working. Skills research - The Local Government Workforce Development Group (LGWDG) comprises representatives from each state and territory Local Government Association and provides advice on workforce matters to the Australian Local Government Association. The LGWDG undertook this study to identify the current and emerging skill needs of local government to better position the sector for the future. The research drew on data from the Australian Bureau of Statistics, a survey conducted of councils in NSW and data from the National Centre for Vocational Education and Research (NCVER). HR metrics – a new digital platform launched at our recent HR conference to enable councils to benchmark their performance on key hr metrics such as turnover, demographics, absenteeism and OH&S
