9. Adversely affected Rabi crops (Due to cold wave, hailstorm and unseasonal rainfall)
Temperature below normal and frost due to cold wave in month of January and February have caused substantial damage to winter crops.
Standing crops of Wheat, Maize, Lentil, Gram and other seasonal and perennial crops in their flowering stage were adversely affected .
In month of March rain fall was 27.4 mm against normal 10.4 mm; 165% excess rainfall
During March up to 15 April 37 out of 38 district experience surplus rainfall.
In Khagaria district 748% excess rainfall recorded.
Excess rainfall with hailstorm through out the state adversely affected and reduce the yield of rabi crops due to soil moisture and lodging of standing crops of wheat and maize.
Standing crops on both irrigated and rainfed areas substantially affected due to unexpected situation in crucial month March and April.
Matured grains of the un harvested crops reduced in size with blackish colour.

12. Central Assistance Required (For damaged crops)
Assistance required as per revised SDRF/NDRF norms-
Subsidy to those farmers who have suffered crop damage over 33%
Input subsidy rate is Rs. 6800/ha. for rain-fed areas and Rs /ha. for irrigated area.
Rs /ha. for perennial crops
Subsidy will be provided up to 2 hectares of damaged area, but minimum amount Rs for Rabi crops and Rs for perennial crops.
Assistance Required
For small and marginal farmers an amount of Rs crore.
For farmers other than small and marginal, an amount of Rs Crore.
Total amount for agriculture input subsidy would be Rs / crore + Rs / crore
= Rs crore

13. Assistance Required for ex-gratia to be paid to the dependants of deceased
Total person died due to lightening and wall collapse = 20
As per old SDRF/NDRF norms dependents of 20 deceased persons would be entitled to an lakhs, total 30 lakhs.
Total Central Assistance Required 
Requirement of total Central Assistance would be: (Rs crore +Rs 30 lakh) = Rs crore or say, Rs crore or lakh.
