Background
Until reference year 2012 (2011 for finance data), data from UOE was collected under ISCED1997
From reference year 2013  ISCED2011
ISCED levels at pre-primary and tertiary level changed; content included in particular in ISCED 3 and 4 changed in some countries
Today: separate data trees for ISCED1997 and ISCED2011:

send data to Eurostat at their earliest convenience and as much as possible no later than January 2017
indicate if data has been already submitted to OECD
