Problem Constitutional Solution Strong legislature, no executive branch Created the office of the President One vote per state The Great Compromise Cannot regulate trade between the states The federal government can regulate trade Each state had its own money A national currency was established National government could not levy taxes. Had difficulty paying the military Government could levy taxes All 13 states had to approve a law to pass it 2/3 of the House and Senate, then ¾ of states for a constitutional amendment

Unicameral legislature Legislative branch had the most power Legislature could appoint the judicial (courts) and executive (governor) branch.

Bicameral legislature Legislative branch had more power in deciding how to raise money (revenue) and how to spend it (expenditures)
