1 Your Police Department is not too Small for a Co-Responder
CIT International 2018

2 Objectives Brief overview of benefits to using a co-responder
Utilizing community partnerships to share a co-responder Selecting the co-responder Policy, procedures, MOU’s…

3 Overview of a Co-responder
Master’s Level Clinician employed by Johnson County, Kansas Mental Health Department. Contracted to the city. Assess on scene of subjects in crisis that are a danger to themselves or others. Provide information and education about resources available during mental health distress but maybe not necessarily a crisis. When appropriate assist with de-escalation and stress management for subjects exhibiting distressing, disruptive, unusual or bizarre behavior. Follow up with individuals that have been identified of needing services. Educate those employee’s that have a direct contact with those that live with mental illness.

4 It’s Polite to Share

5 Lenexa Shawnee 55,000 people 35 square miles 94 sworn 65,000 people

6 Concept to Reality “I have an idea…”
Us…Chiefs / Director…Governing Body Presto – co-responder

7 Not Quite Some signs at the State level that more money would trickle down… Grant was written to test the “shared co- responder” concept. Another larger city in County received grant for a full time co-responder.

8 Things Continue to Worsen…
Everyone got serious and things moved quickly in 2016. Had to work on some particulars. Template was already in place from the two other co- responders in the County. We just had to split it 50 / 50

9 Cost, Equipment, Shift Worked
County cost of a 7 year master’s level clinician (includes benefits) Previously the host agency furnished a vehicle. The cost for the County to lease a vehicle was included in total cost. Cost per City was $45,000

10 Equipment Radio Phone Clothing – identify as not a ride along, but not a police officer. Work Space – needs to be able to have privacy. iPad to remote in

11 Shift Worked Can’t split a five day work week
Decided upon a even division over a two week period Week One – Monday, Wednesday, Friday Week Two – Tuesday, Thursday 2pm – 10pm

12 Selection Process Johnson County Mental Health posted process and narrowed field for interviews Interview panel was JCMH and both PD’s Ride along with both PD’s Selected candidate interviewed with both chief’s Background done by Lenexa PD

13 Same Page for Policy / Procedure
We wanted one set of guidance for CR and not different rules at different PD’s. One radio number Take phone calls from either City while on duty but only respond to other City when approved by a supervisor.

14 Challenges Cultures PD records management systems Referral systems
Ended up being an overabundance of work Read every report, transfer of information to JIMS, and follow ups Lucky to have an experienced behavioral health professional who truly loves to serve.

15 THE WORST THING WE DID It did not take long before both Departments identified that they had the work to support a full time co-responder. This put the co-responder in a difficult situation of having to choose.

16 More than Two Cities Partnering?
Seven cities worked together to share a co- responder. Need an anchor city to host
