2 Policy General Statute 115C-81. Basic Education Program.
(e1) School Health Education Program to Be Developed and Administered. (1) A comprehensive school health education program shall be developed and taught to pupils of the public schools of this State from kindergarten through ninth grade. k Preventing sexually transmitted diseases, including HIV/AIDS, and other communicable diseases. (4) Each local school administrative unit shall provide a reproductive health and safety education program commencing in the seventh grade that includes the following instruction:

7 Trends in Sexual Activity Among US/NC Teens, YRBS, 1991-2015*
These are results from the National Youth Risk Behavior Surveys, This slide shows percentages from 1991 through 2015 for high school students who ever had sexual intercourse. The percentage for 1991 is The percentage for 1993 is The percentage for 1995 is The percentage for 1997 is The percentage for 1999 is The percentage for 2001 is The percentage for 2003 is The percentage for 2005 is The percentage for 2007 is The percentage for 2009 is The percentage for 2011 is The percentage for 2013 is The percentage for 2015 is 41.2.
