Lessons learned – programming (1)
influenced by substantial change of provisions in comparison to : lead partner principle introduced for CBC responsibility for programme management entrusted to joint authorities rather than to national authorities. completely new systems had to be developed

negatively influenced also by: unclear interpretation of new rules for Objective 3 Changes of authorities/staff responsible for Objective 3 in partner countries none of programmes was launched in 2007

Lessons learned – implementation (1)
implementation is more complicated in comparison to 2004 – 2006 it is difficult to set up joint rules for implementation of joint projects within different legal systems partners from different countries implementing the same project have different conditions (eligibility rules, sustainability period etc.)

management of programme more complicated too challenge especially for Managing Authority (MA) - responsible for whole programme and coordination of implementation strong and active National Authority (NA) in partner country could make the implementation easier

other difficulties of implementation: regulations do not reflect specifics of ETC interpretation of rules for ETC is missing EC guidelines and guidance notes in most cases do not cover ETC

Recommendations for future programming period
no revolution, rather evolution of current systems reflecting more specifics of Objective 3 in regulations rules should be clear without possibility of different interpretation continuity presented by institutions and staff is very important
