Open Questions
FCC database must verify FCC identifier of a device before providing available channels. Does this rule prohibit the access of CDIS or CM to FCC database?
On the other hand, device manufacturer can provide a system that pushes information from the database to TVBDs. Can a manufacturer start its own CDIS and push information through CMs and CEs to TVBDs?

Open Questions
A TVBD cannot obtain channel list unless it provides FCC identifier to FCC database. It cannot provide channel list to other TVBDs whose FCC identifier is not verified by the database. Does this limit CE’s to provide available channel information to CM’s?
