2 I’m Emma, I work for Futures Homescape, a housing association in Derbyshire that owns approx 6,000 properties, sister HA in Daventry, Northamptonshire with 3,000 properties. I started at Futures 4 and half years ago on a graduate management scheme after completing a law degree at Sheffield Uni, I’m now part of the housing advice team so I have experience of advising homeless households. Since 2012, I’ve been responsible for developing and delivering a private sector leasing scheme: we lease properties from private owners and developers and then sub-lease to homeless households, families on the waiting list and on the open market. In two years we’ve leased 120 properties, of which 40 were formerly long-term empty and 20 were entirely funded and built by a private owner. As well as coordinating this scheme, I’m currently studying for a BSc in Housing here at DMU, I can finally almost see the finish line as I’m close to completing my dissertation researching the role of the government in subsidising social/affordable housing. This course is funded by the CIH EM board’s bursary scheme who have organised this brilliant event today, as a bursary recipient I’m now a member of the board which is giving me some really great experiences, so I would highly recommend applying for either the bursary scheme or to be a board member.

Hands up if you think true, hands down if you think false: in 2012/13, housing associations raised more funds privately through the bond market than the HCA made available through the affordable rent programme? (bonds = £3.8bn, HCA = 1.7bn) Hands up if you think true, hands down if you think false: the sector is worth more than Sweden’s GDP (Sector = £360bn, Sweden = £312bn, also worth more than Portugal and Ireland combined and 10 times more than Monaco) Hopefully, you’ll understand why I asked these questions during the next slides

Here’s the elevator pitch (selling your idea to someone you meet in a lift): it’s all about tackling the biggest and most fundamental problem our sector faces (supply), it’s about direct action that can produce results quickly and it’s about doing the right thing for our communities. We are an innovative, financially robust and committed sector that can take action now, without waiting from Government policy, election results or funding bids. (However, this is not about replacing subsidy programmes, it is just another mechanism to develop homes in our communities). My campaign vision is for the housing sector to work in new and creative partnerships to provide new homes without or with little Government funding. The work we do at Futures is one example of how to do this, but there are many more out there, and even more that are yet to be thought of. The campaign will inspire, connect and support the sector to do this through things like conference sessions, networking events, toolkits, training courses, publishing research, arranging job shadowing, building a network of champions, etc. In fact, I’ve already started to make some of these ideas a reality, which I’ll tell you more about in a few minutes.

5 For those of you that don’t know, this is taken from the TV show Miranda, one of the characters is signing ‘What have you done today to make you feel proud?”. And doing something to be proud of is essentially the reason why I work in housing, why I jumped at the chance to coordinate the private sector leasing scheme at Futures, why I entered Rising Stars and why I’m determined to make my campaign ideas a reality. There isn’t a week that goes by that my fellow team members and I don’t sit in front of someone that wants to know why is it so difficult and why do they have to wait so long for a place they can call home. And rather than say to them its because of X Government policy or we’re waiting to hear if we’ve been successful in our funding bid, I want to be able to say would you like a brand new home at a price you can afford? Thanks to the private sector leasing scheme I can say that, and by implementing the Building Together campaign, others will be able to as well. 6 So I’d like to finish by telling you what my next steps are to make my campaign ideas a reality
We’re on track for the PSL scheme to meet our target of leasing 200 properties by the end of this financial year, around 100 will be formerly long term empty properties and we’ve got 50 more new build properties in the pipeline that will be entirely funded and built by private owners. I’ll be joining fellow DMU housing students on 23rd June at the House of Lords to present our 20 policy ideas for MPs to consider in advance of the general election; supporting the sector to develop with private funds and to become more attractive to private investors are two of our ideas. I’m working with Housing Quality Network to run a benchmarking exercise in September to support those already running PSL schemes or developed privately funded market rent properties. We’re also pulling together a good practice briefing to inspire those looking to start a scheme and if this is popular HQN will run a ‘Building in Partnership’ event. Finally, I will be speaking at the NHF Hot House Young Leaders event in York in July to promote the campaign idea and get feedback.
