1 Confirmation Notice Period for Certain ‘Unique’ Sites
Phil Lucas

2 Confirmation Notice Periods
G2.5.7 "Proposed Supply Point Registration Date" - the date with effect from which the Proposing User wishes to become the Registered User. G2.5.8 Proposed date will be (relative to date of submission of confirmation): Not more than 30 business days, Not less than 15 business days, Unless subject to incumbent withdrawal, if so, 8 Unless no change to User, if so, 8 Unless reconfirming commodity rate (shorthaul), if so, 4 Where the Supply Point Offer is made by Batch Transfer Communication not earlier than 2 months.

3 Batch Transfer Communication
a data file containing one or more messages transmitted by a Transporter or by a UK Link User by means of the UK Link Network, as described in the UK Link Manual.

4 Evolution of para G2.5.8(c) Network Code Mod 0214 (May 1998).
NTS Optional Commodity (NTS Shorthaul), Mod Proposal: Where Exit Point needs to be removed from S&M, 2 months, and commence on the 1st of a month, Legal text: tied the 2 month notice period to Supply Point Offers communicated via Batch Transfer Communication. Network Code Mod 0428 (Nov 2000). LDZ Optional Capacity Tariff (LDZ Shorthaul) Mod Proposal: registration restrictions equivalent to Mod 0214. Legal Text: retained link to Batch Transfer Communication. Network Code Mod 0464 (Sep 2001). Streamlined Shorthaul registration rules Mod Proposal: Removed requirement to commence on 1st of a month

5 When and Why is 2 months Notice Required?
LDZ Supply Point becoming a Special Metering Supply Point – SMSP (G7.1.1(d)) requiring ‘removal’ from the Sites and Meters database. LDZ Supply Point reverting to normal Supply Point Status from SMSP requiring addition to the Sites and Meters database. Why Additional administration in establishing correct SPA and billing arrangements. Principle of additional time requirements recognised in implementation of Network Code Mods 0214 and 0428.

6 Draft Modification Proposal
Removes apparently erroneous requirement for Confirmation of all Supply Point Offers communicated via Batch Transfer (ie: the majority of such) to provide Transporter with 2 months notice. Clearly defines the occasions in which two months notice is required. Shared Supply Meter Points have their own distinct registration requirements under G NTS Supply Points will not be present on the Sites and Meters database and therefore those that are not SSMPs will be subject to standard confirmation notice requirements as per G2.5.8(a) and (b).
