S4- 2 Banking Commercial banks have, over the past year, slowly expanded and gained public trust. As a result, in three weeks, a senior IMF official is scheduled to visit Tirana to work out an assistance program to accelerate this process.

S4- 3 Banking (continued) The President of the most successful private bank, TJALB, reports the following to the government informally and confidentially: –The wife of his Vice President, and most effective official, approached him two days ago and almost hysterically told him that her husband had been serving as a money laundering conduit for the Mafia. She confided that her husband was throwing her out of the house with nothing, and leaving her for a younger woman. She told the President, if he couldnt protect her interests, she would be forced to go to the press with the full story – air tickets to Lugano, bank drafts, and the like that she had gathered from her husbands safe. The bank President was at a loss and had done nothing to date, finding the wifes story hard to believe.

S4- 4 Banking (continued) The letter confirming the IMF visit to Tirana in 27 days at least twice noted that the visit was possible because of renewed public confidence in banking and its growing integrity in Albania. The police received a routine report from the Swiss Police in Lugano noted that the Bank Vice President had been observed twice in contact in the past six months with key players in a money laundering scheme that they had under observation.

S4- 5 Banking (continued) One of the leading investigative journalists has been noted asking questions about the TJALB in a most general sense. A discreet check of the Vice Presidents activities confirms his association with a young lady other than his wife.
