2. WELCOME AND OVERVIEW
One of aims of Transforming Care programme is to support people who have a learning disability and/or autism to return to their communities
Financial arrangements are crucial to support process
LGA and ADASS are holding a finance workshop in each region in partnership with each ADASS Branch.

3. OVERVIEW
There are practical problems and challenges for Local Authorities in TCPs regarding the financial arrangements needed to implement Building the Right Support
The aim of today is to:
provide practical support and guidance;
support discussion on what a reasonable funding arrangement would look like;
share local approaches and progress - for example, the development of risk share and section 75 agreements
Support the process to help individuals who often haven’t been well served by the state and public bodies up to now to have better lives

4. CONTEXT Building the Right Support says that:
“Local transforming care partnerships will be asked to use the total sum of money they spend as a whole system on people with a learning disability and/or autism to deliver care in a different way that achieves better results”.
“The arrangements for pooled budgets will need to be agreed and negotiated locally to ensure that no partner is disadvantaged by the arrangements and that the risks are shared across the partnership.”

5. RELATED ACTIVITY
NHSE have recently published the Funding Transfer Agreement
Sets out the national process for the transfer of funding from Specialised Commissioning (SC) to local Transforming Care Partnerships (TCPs)
Transferred funds will form part of the overall resource TCPs utilise to implement their local plans
Any transfer of resources to local authorities will need to be supported through the relevant local mechanisms (i.e. a section 75 or 265 agreement)
London TCP partners are at different stages of working towards shared agreements

6. RELATED ACTIVITY Continued
NHSE London region are developing principles for pooled budget alignment for the London region
The aim of the document is to agree a local mechanism between NHSE Specialised Commissioning and the 6 London TCP’s to ensure patients are resettled into the community within an identified ring-fenced budget

Short presentations from Alan and Helen on national background, context, and sharing some good practice from different areas
Support offer from LGA and ADASS
Discussion of challenges for TCP finance identified through circulated questionnaire
