5. Resilience consists of three dimensions:
Resilience of Government, Societal Resilience, and Individual Resilience

The current -7- baseline requirements for resilience seem to concentrate on technical aspects. Shown in black on the slide they are valid, but not covering the whole picture. We see a need adding a possible cognitive impact on national social layers resulting from influencing meanings & behaviours. Hybrid warfare will tackle the weakest spot of the chain. This will be for sure within NATO not in the military domain. NATOs current focus is to strengthen the governmental resilience. Hybrid Warfare can also act disruptive to societies or focus on the single individual person. These two additional dimensions have to be developed, too.
