… so what is the problem? Strategic Direction South wants to promote stability in neighboring states. Why? To what part of the problem set can CIMIC contribute?

Resilience consists of three dimensions:
Resilience of Government, Societal Resilience, and Individual Resilience Resilient energy supplies, (Infrastructural Capital) Ability to deal with uncontrolled movement of people, (Social and Individual Capital) Resilience The current -7- baseline requirements for resilience seem to concentrate on technical aspects. Shown in black on the slide they are valid, but not covering the whole picture. We see a need adding a possible cognitive impact on national social layers resulting from influencing meanings & behaviours. Hybrid warfare will tackle the weakest spot of the chain. This will be for sure within NATO not in the military domain. NATOs current focus is to strengthen the governmental resilience. Hybrid Warfare can also act disruptive to societies or focus on the single individual person. These two additional dimensions have to be developed, too. Resiliency Requirements (just for knowledge-backup) (1) Assured continuity of government, (Institutional Capital) (2) Resilient energy supplies, (Infrastructural Capital) (3) Ability to deal with uncontrolled movement of people, (Social and Individual Capital) (4) Resilient food and water supplies, (Natural Habitat Capital) (5) Ability to deal with mass casualties, (Social and Individual Capital) (6) Resilient communications systems, and (Infrastructural Capital) (7) Resilient transport systems.
