Adding a New Network Contributing Partner to a Federation of Mission Networks
New Network Contributing Partner (NCMP) must be accepted as a coalition member by current coalition member governments New NCMP receives Mission-X JMEIs Current NCMP relationships and DOTMLPF contributions to Mission –X, other than overall mission C2 authority, DO NOT CHANGE New NMCP adjusts national organizational materiel and non-materiel DOTMLPF, Policy and TTP to be contributed to Mission-X to match Mission-X specific Policy, TTP and operational processes as described in Mission –X JMEIs 4) New NCMP must meet current Mission-X trust, security, IdAM, and six collaboration service compliance criteria before receiving authority to connect to existing trusted federation of Rel to Mission-X networks 5) Verification via an assessment (CIAV process*) that new NCMP basic services, security, IdAM, and C4ISR capabilities “do no harm” to existing Mission-X operational processes or network security and protection state must be confirmed before joining connection of new NCMP mission network is authorized by current MN-X governance (Mission –X CDR). * CIAV = Coalition Interoperability Assurance and Validation Mission-X CJTF CFACC CFLCC CFMCC CFSOCC Partner A Partner X Partner Y Partner B Partner C Mission-X CJTF CFACC CFLCC CFMCC CFSOCC Partner A Partner X Partner Y Partner B Partner C New Partner Rel to Mission-X Rel to Mission-X Initial Commander Initial Commander Represents an overarching framework for Mission - X to enable network contributing partners to operate at a Secret REL to X level based on CDR’s guidance and agreed upon CONOPS, TTP, Policy, Governance, and Common Standards

Transition of Authority (C2) from One Network Contributing
Partner to Another Within a Federation of Mission Networks Decision to transition authority of Mission –X Command and Control (C2) to a different but current Network Contributing Partner (NCMP) is agreed upon by current coalition Mission-X partner governments. Transition of Authority considerations: a. Change of command at existing HQ, retain current HQ staff b. Transition includes move to new HQ location with same staff c. Transition includes move to new HQ location with significant staff turnover 3) New Commander and HQ staff coordinates transition of C2 authority with Initial Commander and HQ staff. 4) Assume minimal immediate change to Mission-X specific Policies, TTP and operational processes as described in Mission –X JMEIs. 5) New Commander and HQ staff adjusts Mission-X JMEI, Policy, IdAM, operational processes and TTP in coordination with other NCMP leadership as Mission-X evolves per changes in NCMP materiel and non-materiel DOTMLPF contributions over time. Transition of Authority to NATO as a New Network Contributing Partner Within a Federation of Mission Networks NATO is accepted as a coalition LEAD by current coalition member governments . Transition factors a., b. , and c. considered. NATO decides to be a new Network Contributing Partner (NCMP) or not. In either case, NATO receives Mission-X JMEIs. Current NCMP relationships and DOTMLPF contributions to Mission –X, other than overall mission C2 authority, DO NOT CHANGE NATO adjusts organizational materiel and non-materiel DOTMLPF, Policy and TTP to be contributed to Mission-X as FMN-X to match current Mission-X specific Policy, TTP and operational processes as described in Mission –X JMEIs. 4) NATO as NCMP must meet current Mission-X trust, security, IdAM, and six collaboration service compliance criteria before receiving authority to connect to existing trusted federation of Rel to Mission-X networks 5) Verification via an assessment (CIAV process*) that NATO FMN-X Instance basic services, security, IdAM, and C4ISR capabilities “do no harm” to existing Mission-X operational processes or network security and protection state must be confirmed before joining connection of NATO FMN-X is authorized by current MN-X governance (Mission –X CDR or new NATO Mission-X CDR if change of command is independent of FMN-X status).
