PURPOSE/OBJECTIVE WHY ARE WE HERE?
WE WANT ALL PARENTS TO BE EDUCATED ABOUT TITLE I PROGRAMS AND THE OPPORTUNITIES AVAILABLE TO STUDENTS AND FAMILIES WE WANT TO INVITE YOU TO PARTICIPATE IN FUTURE MEETINGS FOR THE PLANNING, DEVELOPMENT AND IMPLEMENTATION OF EDUCATIONAL PROGRAMS/SERVICES OFFERED TO YOUR CHILD(REN)

OVERVIEW OF TITLE I Title I, Part A is a federally funded program under the Every Student Succeeds Act (ESSA) of 1965. The purpose of Title I under ESSA is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and succeed on challenging state academic achievement standards and state academic assessments.

ACHIEVEMENT DATA The graph below shows the percentage of students in each grade that achieved at certain performance levels on the 2018 Milestones.

SCHOOL IMPROVEMENT GOALS
ENOTA DEVELPED IMPROVEMENT GOALS… BASED ON THE FINDINGS OF OUR COMPREHENSIVE NEEDS ASSESSMENT, IN ALIGNMENT WITH THE DISTRICT’S IMPROVEMENT GOALS. GAINESVILLE CITY SYSTEM ACADEMIC GOALS: By June 2019, increase the percentage of students passing state assessments in the area of English Language Arts by 3 percentage points. High School: By June Increase the 4-year cohort graduation rate by 2 percentage points. Elementary/Middle: By June 2019, increase percent of students in Tier I.

SCHOOL IMPROVEMENT GOALS
ENOTA DEVELPED IMPROVEMENT GOALS… BASED ON THE FINDINGS OF OUR COMPREHENSIVE NEEDS ASSESSMENT, IN ALIGNMENT WITH THE DISTRICT’S IMPROVEMENT GOALS. ENOTA’S IMPROVEMENT GOALS: Students’ growth in writing will continue to improve, which will produce benefits in ELA and math. Students will have access to appropriate reading texts during the summer. We will build capacity to support students such that negative behaviors are reduced.

SCHOOL IMPROVEMENT GOALS
ENOTA DEVELPED IMPROVEMENT GOALS… BASED ON THE FINDINGS OF OUR COMPREHENSIVE NEEDS ASSESSMENT, IN ALIGNMENT WITH THE DISTRICT’S IMPROVEMENT GOALS. ENOTA’S IMPROVEMENT GOALS: We will offer consistent support to Enota families that allows them to get temporary relief by providing food, clothing, and healthy living products to enhance students’ ability to come to school ready to learn and to feel prepared. We will foster meaningful relationships with parents to increase their capacity to support their children’s learning goals. Students’ growth in math will improve. (This goal area is not included on the L4GA SIP.)

Enota’s Title 1 Allocation = $190,255
TITLE I BUDGET 1% OF THE DISTRICT'S TITLE I FUNDS ARE RESERVED FOR PARENTAL INVOLVEMENT FUNCTIONS GAINESVILLE CITY SCHOOL SYSTEM HAS BEEN ALLOCATED $2,962, IN TITLE I FUNDS FOR THE SCHOOL YEAR. $29,624 (1%) HAS BEEN RESERVED FOR PARENTAL & FAMILY ENGAGEMENT FUNCTIONS TITLE I FUNDS ARE ALLOCATED TO SCHOOLS BASED ON EACH SCHOOL’S POVERTY RATE AS DETERMINED BY THE NUMBER OF STUDENTS ELIGIBLE TO RECEIVE FREE/REDUCED MEALS Enota’s Title 1 Allocation = $190,255

ENOTA TITLE I BUDGET AND CONSOLIDATED FUNDS
The state of Georgia allows school districts (and schools) to consolidate their Title 1 funds with other sources of funding in a manner that allows more flexibility for the use of the funds. The total consolidated funds are comprised of federal funding sources (including Title 1) and state funding sources. Gainesville City Schools is using this method of fund consolidation. However, even with consolidated funds, school districts and schools are still obligated to meet certain funding requirements to help serve the needs of economically disadvantaged students. To this end, Enota has developed a School Improvement Plan that calls for the funding of personnel, resources, and family/parent involvement services that are designed to promote the success of all students, including economically disadvantaged students.

PARENTS’ RIGHTS PARENTS HAVE THE RIGHT TO PARTICIPATE IN THEIR CHILD’S EDUCATION AND TO BE INFORMED ON A REGULAR BASIS ABOUT THEIR CHILD’S ACADEMIC PROGRESS. PARENTS HAVE THE RIGHT TO REQUEST THE QUALIFICATIONS OF THEIR CHILD’S TEACHER/PARAPROFESSIONAL.

PARENTS’ RIGHTS PARENTS HAVE THE RIGHT TO PROVIDE INPUT INTO HOW THE PARENTAL INVOLVEMENT FUNDS ARE SPENT. THE DISTRICT WILL INCORPORATE SUGGESTIONS FROM PARENTS WHEN MAKING DECISIONS ABOUT HOW FUNDS ARE SPENT AS APPROPRIATE AND ALLOWABLE. PARENTS HAVE THE RIGHT TO PROVIDE INPUT IN THE DEVELOPMENT, REVIEW, AND REVISION OF DISTRICT AND SCHOOL PARENT & FAMILY ENGAGEMENT PLANS, SCHOOL-PARENT COMPACTS, COMPREHENSIVE NEEDS ASSESSMENT, AND DISTRICT & SCHOOL IMPROVEMENT PLANS.

TITLE I DESIGNATION STATUS
EFFECTIVE , GEORGIA BEGAN PROVIDING SUPPORT IN THREE CATEGORIES TO INCLUDE PRIORITY SCHOOLS, FOCUS SCHOOLS, AND ALERT SCHOOLS TO ADDRESS THE NEED TO RAISE STUDENT ACHIEVEMENT, CLOSE ACHIEVEMENT GAPS, AND PROMOTE CONTINUAL PROGRESS TOWARD FULL PROFICIENCY FOR ALL STUDENTS.

PRIORITY SCHOOLS ARE THE LOWEST ACHIEVING SCHOOLS IN THE STATE BASED ON THE PERFORMANCE OF ALL STUDENTS. GAINESVILLE CITY SCHOOL SYSTEM HAS NO SCHOOLS DESIGNATED AS PRIORITY

TITLE I DESIGNATION STATUS FOCUS
FOCUS SCHOOLS ARE THOSE WITH THE LARGEST GAPS IN ACHIEVEMENT BETWEEN STUDENTS PERFORMING IN THE LOWEST QUARTILE AND ALL OTHER STUDENTS. GAINESVILLE CITY SCHOOL SYSTEM SCHOOL SYSTEM HAS NO SCHOOLS DESIGNATED AS A FOCUS SCHOOL

TITLE I DESIGNATION STATUS ALERT
GEORGIA DEPARTMENT OF EDUCATION (GaDOE) CREATED THREE LEVELS OF ALERT SCHOOLS BASED ON GRADUATION RATE, SUBGROUP PERFORMANCE AND SUBJECT AREA PERFORMANCE. ALERT SCHOOLS PERFORM SIGNIFICANTLY LOWER IN THESE THREE LEVELS THAN OTHER STUDENTS IN THE STATE OF GEORGIA. ALERT SCHOOLS ARE TITLE I AND NON-TITLE I SCHOOLS. GAINESVILLE CITY SCHOOL SYSTEM SCHOOL SYSTEM HAS NONE OF ITS SCHOOLS DESIGNATED AS ALERT SCHOOLS!

SCHOOLWIDE TITLE I PROGRAMS
THE PURPOSE OF SCHOOLWIDE TITLE I PROGRAMS IS TO IMPROVE THE ENTIRE EDUCATIONAL PROGRAM IN A SCHOOL WHICH SHOULD RESULT IN IMPROVING THE ACADEMIC ACHIEVEMENT OF ALL STUDENTS, PARTICULARLY THE LOWEST ACHIEVING STUDENTS.

TARGETED ASSISTANCE TITLE I PROGRAMS
THE PURPOSE OF THE TARGETED ASSISTANCE TITLE I PROGRAMS IS TO PROVIDE SERVICES TO ELIGIBLE CHILDREN IDENTIFIED AS HAVING THE GREATEST NEED FOR ASSISTANCE IN THE SCHOOL. GAINESVILLE CITY SCHOOL SYSTEM HAS NO SCHOOL IMPLEMENTING THE TARGETED ASSISTANCE TITLE I PROGRAM

PARENTAL INVOLVEMENT POLICY/PLAN
GAINESVILLE CITY SCHOOL SYSTEM INVOLVES ALL PARENTS IN THE DECISION MAKING PROCESS AS IT RELATES TO STUDENT ACHIEVEMENT. A WRITTEN PARENT AND FAMILY ENGAGEMENT POLICY/PLAN IS DEVELOPED JOINTLY WITH THE DISTRICT, SCHOOL, PARENTS, AND COMMUNITY STAKEHOLDERS THAT DESCRIBE HOW THE SCHOOL WILL CARRY OUT THE REQUIREMENTS OF TITLE I, PART A.

SCHOOL/PARENT COMPACT
GAINESVILLE CITY SCHOOLS PROVIDE ALL PARENTS THE OPPORTUNITY TO BE INVOLVED WITH THE JOINT DEVELOPMENT OF THE SCHOOL-PARENT COMPACT. THE SCHOOL-PARENT COMPACT OUTLINES HOW PARENTS, THE ENTIRE SCHOOL STAFF, AND STUDENTS WILL SHARE THE RESPONSIBILITY FOR IMPROVED STUDENT ACADEMIC ACHIEVEMENT.

COMPLAINT PROCEDURES ANY INDIVIDUAL, ORGANIZATION, OR AGENCY MAY FILE A COMPLAINT WITH GAINESVILLE CITY SCHOOL SYSTEM (GCSS) IF THAT INDIVIDUAL, ORGANIZATION, OR AGENCY BELIEVES AND ALLEGES THAT GCSS IS VIOLATING A FEDERAL STATUE OR REGULATION THAT APPLIES TO A PROGRAM UNDER THE EVERY STUDENT SUCCEEDS ACT (ESSA). ALL COMPLAINTS SHOULD BE REPORTED AT THE SCHOOL LEVEL FIRST. IF NO RESOLUTION IS REACHED, YOU MAY FILE A FORMAL COMPLAINT BY CALLING GAINESVILLE CITY SCHOOL SYSTEM SCHOOL FORMAL COMPLAINT FORMS ARE AVAILABLE AT GAINESVILLE CITY SCHOOL SYSTEM’S DISTRICT OFFICE, 508 OAK STREET, GAINESVILLE, GA

COMPLAINT PROCEDURES The complaint shall be presented in writing to the school-level administrator within ten (10) calendar days after the most recent incident upon which the complaint is based. The complaint shall include the following: The mailing address of the complainant to which all notices and other documents may be mailed; The intent of the complainant to utilize this complaint procedure, clearly stated; A reference or description of the statute, policy, rule, contract provision or regulation that is alleged to have been violated, misinterpreted or misapplied; and A brief statement of the facts reasonably calculated to show how such statute, policy, rule or regulation was violated or misapplied, and how it substantially affects the employment relationship of the complainant.

FRAUD, WASTE, ABUSE, & CORRUPTION
The Gainesville City School System’s Board of Education supports the thorough and expeditious investigation of any reported case of suspected fraud. Fraud is a false representation of a matter of fact (lying for personal gain), whether by words or by conduct, or by concealment of that which should have been disclosed, that is used for the purpose of misappropriating property and/or monetary funds.

All reports of suspected fraud shall be handled confidentially. Only persons directly involved in an investigation will be given information. Those who report suspected fraud may remain anonymous but will be encouraged to cooperate with investigators.

FRAUD, WASTE, ABUSE, & CORRUPTION
Procedure Anyone suspecting fraud, waste, abuse, and/or corruption concerning a federal, state, or local program shall report their suspicion to the Superintendent or his/her designee. Any employee of the Gainesville City Board of Education who receives a report of suspected fraudulent activity shall forward the report to the Superintendent immediately.

FRAUD, WASTE, ABUSE, & CORRUPTION
The Superintendent shall conduct or cause to be conducted an investigation of the suspected fraud, waste, abuse, and/or corruption. In a case in which the Superintendent is suspected of fraud, the Chairman of the Board of Education shall conduct or cause to be conducted an investigation. Upon completion of the investigation, a determination will be made as to whether disciplinary, financial recovery, and/or criminal action should be taken.
