Qatar legal framework: Conceives disability as a medical problem of the individual. Special needs must be corrected, rectified or tempered by providing support Qatar ratified the UNCRPD in May 2008 and is obliged as a signatory nation to implement a number of social and legal measures to become fully compliant Registered disabled by Nationality and Type of Disability Doctrinal research; Problem and policy research Reform-oriented research Study design Principles shaping the legal framework for the treatment of persons with CRPD’s impact on the broader areas of Qatari legislation (civil, commercial, criminal, labor, tax and procedural law) CRPD’s impact on specific areas of Qatari legislation (healthcare and biomedical research, freedom and security, employment, social services, accessibility to audiovisual means, travel and transportation)0 Analysis of legislative factors in Qatar Objectives Recommendations Review existing Qatari legislation on people with disability, and identify the fundamental challenges Qatar faces in fully incorporating the CRPD into its domestic legal system Analyze specific contextual factors that impact the international political climate and willingness in Qatar Analyze the dynamism and efficacy of the advocate groups for the rights of people with disability in Qatar and their efforts to raise awareness in the country. Advance proposals to help Qatar transit towards becoming one of the first fully CRPD-compliant party states Assessment of the existing model of treatment of disability in Qatar: challenges and opportunities The main challenge: from the medical to the social model. The view of the specialty should be left. The main opportunity: Qatar authorities are committed to rights of persons with disabilities and currently there is an important set of public services available. A key tool: Agencies, institutions and organizations related to the disabled in Qatar.
