1. Call to Order - Chair of Council – Debra Marquart a. Seating of substitute council members b. Introduction of all members 2. Consent Agenda* a. Minutes of Graduate Council from April 21, 2016 b. Agenda for August 30, 2016 c. GCCC Items – None *The Consent Agenda will consist of items that are typically approved at the beginning of every meeting. If a GC member wants to take an item off the Consent Agenda for further discussion, that request can be made at the beginning of the meeting. Typically the Consent Agenda will consist of the Minutes from the previous month, the Agenda items listed, and the items forwarded from GCCC.

3. Announcements and Remarks a. Graduate Council Chair – Debra Marquart 1. Review GC operating procedures Graduate Council Mission serves as the executive committee of the graduate faculty, provides faculty and student input to policy decisions, represents the Graduate Faculty, serves in an advisory capacity to the Dean of the Graduate College, approves new graduate programs and appointments to the graduate faculty, establishes educational policies that govern graduate education throughout the College. The council is also responsible for developing and reviewing policies related to postdoctoral research and teaching associates.

Review GC operating procedures (continued) Process: A proposal before the GC will be discussed one month and voted on at the next meeting. This will allow time for members to seek input from the discipline areas. Any members who cannot be present at meetings should find a proxy to send with voting rights.

4.  Review of Future Action Items — Debra Marquart a. Discussion of Graduate Council sub-committee structure i. Current sub-committee structure 1. Graduate Curriculum and Catalog Committee (GCCC, consists of chair +6) 2. Graduate Faculty Membership Committee (GFMC, consists of Vice Chair + 4) Ongoing charge will be to review and approve applications for Graduate Faculty status; Review HLC criteria for “Determining Qualified Faculty” Review current approval process and propose changes/additions to the process, the criteria, and the application form. 3. Ad-hoc committees (Example: Handbook Revision)

4.  Review of Future Action Items — Debra Marquart a. Discussion of Graduate Council sub-committee structure (continued) ii. Discussion to add the following standing committee to GC structure 1. Executive Committee (membership consists of former GC chairs) Serve in advisory role to current GC chair; Ongoing review of GC Constitution and By-Laws; Members may be charged with specific GC tasks that will be brought back to GC as action items; Members may be charged to follow-up on action items approved by GC to oversee their approval progress beyond GC and into implementation. Note: EC’s first charge will be to propose language for change to GC By-Laws for creation of EC.
