2 THE GUIDE CLAIMS TO BE PRACTICAL
1- It is destinated to: All the “health and safety at work” actors All the agents 2- On the basis of 24 interactive fact sheets, it deals with: Preventive aspects and curative aspects Collective approach and individual approach CHSM FTLM

3 KEY FACTORS FOR THE SUCCESS OF THE APPROAH
1- A strong feeling since 2004 Murder of two control agents Important reorganization of the services 2- An emerging common wish to: Consider together that stress is a manifestation of risk Go beyond the fatalistic and individual approach Try to treat the effects of stress, and preferably to prevent the causes to stress In the absence of rules, provide information CHSM FTLM

5 SOCIAL PARTNERS OF ALL THE SECTORS HAVE BEEN VERY INVOLVED
1- Significant composition of the working group The working group which elaborated the guide was composed of 9 representatives of the workers, among 18 members (except the Presidency). The social partners were very active during all the meetings. 2- Representation was balanced between the different professions, corps and geographic levels Sectors of administration, teaching, veterinary services were represented at central and local levels. 3- Social partners insisted on the approach while presenting it to the agents (important sample) from a very detailed questionnaire realized by the working group. 6 THE FOLLOW-UP AND ASSESSMENT SYSTEM
the first year of implementation of the guide. Hygiene and safety committees benefit of the whole year 2009 to adapt the guide to their structure and prepare a report in December 2009 at the latest. 2- currently, we identify the « stress » and « support » or « listening » structures created by the services in the framework of the general review of the public policies launched in France in 2008. 3- the guide does not plan a system to measure the impact of the use of the guide… the group was not ready and equipped to really deal with this difficulty. 7 BARRIERS ENCOUNTERED OR COMING
1- Long time to reach the goal: 4 years between the constitution of the working group and the publication of the note. We were predecessors and we acted coming across difficulties. 2- Defects of the qualities The thoroughness of the method did not allow to deepen certain factors which appeared in the questionnaire as determinants in the « production » of stress… for example, a deep reflection about the quality of the management would be interesting. 3- Difficulty of ownership by all the hygiene and safety committees The fact sheets can appear too theoretical if they are not adjusted and enriched by field situations. They are a support to reflection, rather than any decision made... CHSM FTLM
