Post-Khobar, Pre-9/11 - CG adopted DoD AT Policy 5 level FPCON Assumes tactical warning ‘one size fits all’ Manpower/resource intensive Accepts operational degradation in favor of ‘security’ Not designed with domestic execution in mind Elaborate oversight mechanisms 9/11 – Became clear policy inappropriate for Coast Guard Mission execution #1 priority Public outreach, visibility and accessibility integral to CG mission CG can’t/won’t ‘hunker down’ in garrison A CG Motto; “You have to go out – you don’t have to come back”
