2. Advisory Structure
PACs are established for each major research area (instead of for each major accelerator lab, as is presently done)
staggered 5 year terms for continuity
conflict of interest rules
meet 2-3 times/year to review overall research activity; consider new proposals once per year
annual report to summarize health of research and set priorities for new funding
each PAC chair is also a member of P5
P5 receives annual report from each PAC and recommends overall portfolio for field, taking into account funding, new opportunities and need for continuity in established areas
