Ensuring an Inclusion Approach
Effectively identifying the target group
The people or community benefiting from the action should be primarily coming from the people living in, or at risk of, poverty and social exclusion
There needs to be a conscious effort to identify who are the individuals, groups and communities who experiencing poverty and social exclusion in the target area for the action
There needs to be a clear strategy to reach these individuals and communities (NGOs and community development groups can play a bridging role)

Partnership
The ‘target group’ should not be seen as clients but as partners, their ‘knowledge’ is essential to adopting strategies and actions that have a chance to succeed.
It is essential to do a ‘Needs Assessment’ with the target group to ensure you are really meeting their needs
The partnership needs to be evident in the planning, delivery and evaluation of the action

Mainstreaming
Too often services for ‘poor people’ end up as ‘poor services’
The reach out to ‘target groups’ should ultimately ensure their inclusion in mainstream services
Targetted approaches can help to ensure appropriate services.
Mainstream services have to adjust and be flexible enough to meet different needs and cultural practices

Ensuring Success
Failure is not an option
You need to identify achievable ‘wins’ to maintain and to value the energy and commitment people experiencing poverty and exclusion will put into these projects
We can learn together how to move forward
