1 Wartime Reconstruction
With Southern states being absorbed back into the Union, the federal government needed to determine what would happen in these areas. What should happen to those in rebellion? Should they be allowed to vote? Should they be jailed? When should states be allowed to once again participate in the democratic process? What should happen to their property? On December 8th, 1863, following several Union victories throughout the summer and fall, Lincoln presented his “10 percent Plan” (Proclamation of Amnesty and Reconstruction) If Southerners would: Swear an oath of allegiance to the United States Follow all laws in regards to slavery and emancipation They would get: Be offered “full pardon” Returned all of their property (except slaves) Once 10% of the population of that state have taken the loyalty oath, that “loyal nucleus” could then reestablish a state government and be admitted back into the Union.

Border states Maryland (June 24th, 1863) and Missouri (Jan. 11th, 1864) both passed state constitutional amendments that abolished slavery. Three Southern states, now occupied by Federal forces, abolished slavery within their new state constitutions under Lincoln’s “10 percent Plan”: Louisiana Arkansas Tennessee
