Both groups suffered economically as a result of the Revolutionary War
Low Country: Mercantilist policies protected them while SC was a colony Now Great Britain turned on them when they became independent Planters owed money to creditors in England and could not pay Up Country: Fighting ravaged the countryside Slaves, livestock, and goods were taken by the British US and state governments could not pay for goods they seized from citizens during fighting

Political Changes 1785: counties and county courts were created
1786: capital moved to Columbia Center of the state Equally accessible to Low Country and Up Country Low Country resisted giving power to Up Country Feared Up Country farmers did not support slavery Resistance will end with the invention of the cotton gin
