Corruption the Cayman Context
Cayman is economically sound and is a leading financial services centre. The continuation of these relies on minimising fraud & corruption. Corruption is still evident and increasing (or as is more likely, now being reported, investigated & dealt with more than in the past) Recent high profile corruption cases involving senior public figures and an increase in allegations

IDI Counter Corruption Programme – why join?
First piece of work on important area and that work must help us counter corruption in Cayman bringing many positive benefits economically and socially And….. IDI asked Garnet Harrison to be part of the development team & a mentor (Oliver Francis from Jamaica too) Good to support the international development of a new tool kit Great development opportunity for staff (but at our cost)

Cayman & Jamaica from CAROSAI are two of eighteen countries in the IDI pilot E-learning Trip to Hungary October 2017 for planning / scoping the performance audit Field work / report writing Trip to Zambia (now) to peer review draft reports Issue report October 2018

What we’ve found…. Recent improvements in laws, frameworks and mechanisms but ….. Still major gaps in the legislative framework Poor on implementation and follow through Little done on addressing behavioural / cultural change minimal focus on preventative measures

Likely Recommendations
Bring laws into effect (esp Standards in Public Life) Start work on prevention More & better communication between agencies Educate / raise awareness in the civil service Extend requirements to the wider public sector (Statutory Authorities & Government Companies)
